PRC Considering Nursing Board Exam Re-Take

Professional Regulation Commission chairperson Leonor Tripon-Rosero on Friday announced the possibility of nullifying the recent June board examinations for Nurses conducted last June 11-12, 2006.

Repeating the nursing board is exam is an option according to the PRC chair.

A fact-finding committee on Thursday found evidence implicating two board of nursing members in the much publicized leakage.

Roughly 42,000 nursing graduates took the Nurse Licensure Examination last month in the cities of Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legaspi, Lucena, Tacloban, Tuguegarao and Zamboanga.

wouldn't it be unfair for the other examinees who took the exam without any knowledge concerning the leakage? We have been waiting for the release of the results for 5 long weeks now. A lot of examinees are not happy with the delay of the results.

In my opinion, if a 're-take' is an option, let these guys be the priority for December or set an earlier time. IF NOT, 'cause they would have to place new BON members and these new members has to generate a new set of test questions (let's say overnight, or else when?)? Hwag na lang po sana. Nag-increase nga ang fees for a speedy result di ba? Then they would have to wait for until when?

What's frustrating is that PRC is not formally announcing as to when are they going to release the result. Dapat may time frame. I can't blame those who are waiting kasi suntok sa bwuan kung kelan. And I hope PRC would fix their site para ma-check naman natin kung may announcements di ba?

Anonymous said...

If PRC had identified the 2 BON members that has to do with the leakage. How about discrediting their questions then re-count na lang...instead re-take.

I hope this case won't be "white-washed", and they have to pursue the investigation.

I would say this is expected to happend. But, why should the examinees be punished about the leakage? Filipino nurses is still the best in the world and the demand for Filipino nurses will continue. If their credentials will be subject to more scrutinization and more examinations so be it, let them prove to the whole world that we can do it.

they should imdemnify those who took the exam. it cause them suffering from depression.... i hope somebody from the examinies will file a lawsuit to this BON member so they will pay for what they have done.. ? monetary compensation.

kelan po b lbs ng result plsssssss?

Anonymous said...

asan na po ung result? inaantok na po ko.

lalabas pa po ba result ngaun inaantok na po ko pls.......

Re- take is not the answer on this issue.Unfair for the rest of the examinees who took the exam without the leakage.Identified na and BON involve pati ang review center involve, why not punish the BON and yung mga nag-review sa involve review center will be ask to re-take then we will know how well they will perform without the leakage... and for those who has nothing to do with the leakage will not suffer.

ITS NOT FAIR REALLY!!!! HEY PRC... KAWAWA NAMAN ATE KO.. ANTAY KAMI NG ANTAY NG RESULT... THE DISHONESTY OF YOUR MEMBERS SHOULD BE THE ONLY REASON FOR THESE NOT MY ATE NEITHER ANY OF THE STUDENTS WHO TOOK THE EXAM. BE FAIR.. lahat naman ng review centers ay may leakage...it happened lang na yung mga nagrereklamo ay hindi nabiyayaan ng leak kaya naglilitanya.for sure kung may nakuha sila tikom din ang bibig nila.

PRC,if this is your way of corruption,napaka-obvious!!!Are those 2 BON members real nurses?

re-take of the examination is a good choice. but then papayag ba naman ung mga pumasa para dito. syempre pabor to sa mga hindi nakapasa. but then it would be unfair for everyone na walang kinalaman. why dont we try to re take the the exam para patas. sa mga pumasa bkit kyo kelangan matakot for another exam if you will know to yourself na deserving kyo at kaya nyo itake any exam dahil you have enough knowledge and without leakage. para sa BON DAPAT SILA ANG MANAGOT SA LAHAT NG PANGYAYARI!!!

this is my only comment. why would you be afraid to re-take the exam if you think you`re prepared for the exam. i don`t believe in the saying;" swerte - swerte lang lagi yan". no. you passed it`s because you were prepared. so don`t be afraid to re-take if you`re not guilty, di ba.

re-take of exam is a good option...although i passed this june board exam,di ko deserve dahil aaminin kong nandaya ako..i am one of the reviewees of the said review center na sangkot sa pagkalat ng leakage sa baguio..and totoo talaga yung mga ipinaglalabn ng mga estudyante..totoong leakage po yun at hindi emergency materials..totoo po ako sa sarili ko at inaamin ko namn..for those students na kasama ko sa review center, maging totoo kayo...hindi porke pumasa tayo, cnasamahan pa natin si sir g. na pagtakpan ang mga allegations..maawa kayo!makonsensya kayo sa mga nagpakahirap sa board exams...

Let's not be selfish here. Everybody SHOULD RE-TAKE dahil hindi na talaga credible last June NLE '06 exam kahit saan pa natin tingnan. So to CLEAR-UP the mess happened & to vendicate us all examinees who are victims of this disgusting & disgraceful event in our life. But I strongly suggest DAPAT hindi tayo mag bayad ng additional fees(if their is a re-take) sa PRC dahil hindi natin fault to. Think my friend...

I am a parent of an examinee who passed the recent examination...it too unfair if she will take up again..she is not a gapuz student and she studied very hard to get passed. Pinapapangit nalang ninyo ang reputation ng nurses lahat tayo damay pagdating sa hiring! think about that.

Anonymous said...

salain nalang ang lahat ng GAPUZ reviewers, pero bakit kung may leakage kakaunti ang pumasa? Dapat nga masmataas ang at least more than 50% ang passers e bakit 42% lang?

Anonymous said...

Maybe it is time for the PRC to clean this mess up. It's been almost 2 long months since we took the exam. And a lot of us are not happy with how things were settled. To make it fair for all of us, better invalidate the exam and give us another one. This way, we can call it fair enough to everyone.

Anonymous said...

If there won't be a re-examination to settle the June 2006 exams, i think PRC will lose it's credibility. Imagine 24,000 angry students hungry for a license being left out... If the PRC doesn't take care of this matter, then GOD HELP YOU PRC people...

hindi ako na gi-guilty kase wala namang dapat ika guilty because deep in our hearts, malinis ang konsensya namen that we studied very hard, prayed to God and answered the board exams in the very best way that we can, in order to pass the boards.
basta kami dito, talagang inosente at walang leakage..

most if not all examinees{passed or failed} to the recently given nursing board exam last june 2006 felt cheated by the leadership of the BON, PRC.,and SOME Nursing Review centers. This Institutions are preaching for HONESTY,INTEGRITY,RESPONSIBILITY, ACCOUNTABILITY and so on.. What Happened?? Now, where are the so called GOD FEARING members of this institutions, why dont they come out in public and denounce the undesirable, untorrerable, unlikely, very disgusting acts committed by thier collegues, if they really mean what they preach. My guddness almost every citizen in this country knows that there wcre cheating involved!!! please dont put the burden to us {students}!!! Let us show to the whole world that we are not only a country of laws, but a country that implement those laws fairly and in a reasonable pace of time whether the involved citizen is either rich or poor!!! Give the suspected members due process and if found guilty punish them before the month of August 2006 ends!!!

i failed the exam given last june 2006 and my buddy passed. We both did not enroll in any review centers! We both did not cheat! its unfair for my freind to re-take! And to those who passed but cheated,What do you think and feel??? And to those who failed like me, i believe we are intitled for a re-take at the earliest time not this december but october cuz time is important to us also!! Again... pls dont put the burden to us students!!!

have you visited this site? tagal na 'to, pero ngyon ko lng nbasa... last july 1 pa raw ito..

http://salungadens.livejournal.com/512.html

ang sbe nya...

"I enrolled to GAPUZ REVIEW CENTER the whole program until the final coaching. I attended final coaching twice, first when we had our free closed-door final coaching and another was when GAPUZ had it's GRAND final coaching the night before the exam, June 10, 2006 ."

"I myself received a copy of this mysterious leakage the night before the exam and another was the night of the first day of exam. I got them all and these questions really existed in the actual board. Evening of July 11, 2006 I came to the main office of GAPUZ REVIEW CENTER in Malate I saw it, I really saw it with my two eyes papers containing the answers in the actual board coming out from the fax machine and all of the students who were there was given a copy of it."

to tell you honestly... happy ako sa mga classmate kong pumasa. Symepre naman ! board exam yun.. they made it.. but can't help but to think that some pass bcause of the said leakage.. sounds unfair isn,t it?? well kung sa side naming hndi pumasa naging unfair lang din. Kung makikita nyo lang yung grades namin nung kinuha namin sa PRC.. we can't help na magduda.. almost pare parehas kami ng grades.. pati point ganyan ganyan.. may nagtanong sa forum na pinuntahan namin.. " Pasado sya.. pero panu daw maalis yung bansag ngayon sa mga pumasa ng cheaters.." can't you see... to be all fair much better we have RETAKE.. malinis ang pangalan natin sa lahat.. pare parehas tayong naging victim.. kung magkakaisa tayo both side malulutas to at malalaman kung sino ang my kasalanan.. Isang pasadong nagsabi.. " bakit yung mga bumagsak daw hindi confident sa mga sagot nila " - - sobra naman yan !!! we all know that that was the most critical most valuable decision we made.. we are confident because we trust ourselves !!!!!!!!!!! bakit ikaw ? di ka confident sa sagot mo? kung confident ka.. di ka takot maretake uli. its for better guys come to think of it. pareparehas lang din tayong gagastos.. mapahirap oh mapayaman.. sori for being soo rude sa mga words ko dito pero yun lsng yung gusto kong maiparating sa lahat yung view ko.. thanks!

i think that the recent board exams should be nullified. because as of now our batch are having a hard time trying to find a decent work because most of the hospitals are being doubtful wether or not we really are qualified and competent enough to really be nurses.
I myself passed the board exams so many of you might think that why would i go for the nullification of the recent boards because, in my opinion, If the examinee really did pass the exams then why be afraid to take it again? If this means that this will wipe out the cloud of doubt that covers the light to what purpose the boards really serves...
I believe that if the PRC won't do immediate actions, our future and the future of all aspiring nurses will be put into grave danger...
to my fellow exqaminees... being unfair? i think not... think about it, will we settle to mediocrity just because retaking the boards would mean that we would again be forced to review the subjects included? But would it be fulfilling that we all passed not just because we had a damn leakage in our possession... this event has already damaged our reputation as Filipino nurses... Are we not going to do any action to clear this issue... to all i leave this question... If you put yourself in the place of the patients are you willing to trust your life to questionable hands? Wake up people, were dealing with life here...

a re-take would be totally UNFAIR for those who pass na wala namang kinalaman sa leakage na... honestly nag review ako sa gapuz and wala akong nakuhang leakage na sinasabi nila so pano mangyayari na yung iba ang gusto yung mga taga gapuz lang ang magreretake... and yung mga nagsasabi na nahihirapan makahanap ng work... diba before you can work for a certain hospital they give you a series of test for them to know your competency as a nurse wala rin namang pinagbago yun sa board exam... tsaka para namang di kayo nag exam yung iba sa mga question diba puro situation PANO MO NAMAN IAASA SA LEAKAGE ANG SITUATIONS... and according to PRC yung results na nilabas nila ay natangal na ang mga questions na nakasama sa leakage... sa iisa lang ang ibig sabihin nito WE PASSED FAIR AND SQUARE... if you know for yourself na wala kang ginawang kasalanan then bakit ka kailangang maguilty... tulad ng sabi ni senator biazon those who are responsible for the said leakage should be punished...

i think that we should have our oath taking ASAP wala tayong kinalaman sa leakage and wala tayong kasalanan tayo ang nadadamay...

sana matapos na itong isyu na ito so we can all move on with our lives...

ilang buwan na tayong bakante... pag mag reretake pa lalo lang tayo mawawala sa circulation....

and for those who want to have a re-take.... ilagay niyo ang sarili nyo sa lugar namin walang kasalanan and alam namin na malinis ang pagkapasa naman... ano ang mafifil nyo...

"June 2006 NLE Passers face the Challenge of Empowering Justice for All"

How we studied Psychology and Psychiatry in life's experiences affecting the meaning of man's survival in terms of acceptance, adjustment, and accommodation to abominable circumstances that come along; whether , you would want to supress, and deny the fact to make your self free from guilt, and try to displace it with others spoiling them to be like yours regardless of their rights to judicious treatment, for the sake of wrongheaded culprits and unscrupulous individuals...

Justice, here is a big question? This is exemplified by the controversial leakage that is halting the progress of June 2006 NLE passers,(Played by the leakage itself, and by those who didn't make it even if they had, and are trying to withstand for a retake exam, nut not all of course),and by those who were innocent of the ignoble conduct. We believe it is only a meagre percentage who were blissful by that; however, they are hold in leash of uncertainties in passing the exam. By this account not everyone should be under the control of those villains, and fight for what is right and just without fear despite, of what others may perceive you as the ones part in the batch, who were indeed, victims of selfishness due to leakage, and that, "Truth will set us free." Though, we are humans with limitless perceptions, yet we are limited to receiving a factual, fair, and just justice.

You may have the leaks but we are uncertain if it will make you a successful examinee, passer, and a practicing nurse at the moment or by divine grace or by the fate of time will change you a better one. " No one should be judgmental , because no matter how intelligent, or fatuous you maybe in terms of deception you are one.
There maybe passers because of such, and there may also be flunkers, no matter how strong the leakage maybe; therefore, "a laekage is not the sole basis to taint and null an examintion- to contempt, and revoke the license of successful examinees" just because of the leakage enjoyed by the few while proosing fo a retake which we passers couldn't take. it precisely, depends to considerable, open-minded persons. After all, leakage is no new to any examination, believing that not everything is controlled ,and determined by you alone,by leaks, it is still GOD's will that we're forgetting this time.

Yes, we maybe of different religion, but most of us christians and we believe in miracles. To cite an example- We have classmates who were silent learners, and may not be that outstanding, and make it passed, for all we know. There are persons too, who were even Cum Laude graduate, and of superior intelligence but failed,( It must be because of faith by the former and over confidence by the latter).

We believe in the authentic use of sympathy, and empathy for righteousness to prevail on this situation. Along the course of the investigation-2 BON members were identified to be involved, and GAPUZ Review Center, so to speak with its reviewees. I would like to state this just for the group of persons headed by one advocate for a retake examination as televised in "BANDILA" last night, August 14. He is indeed a Gapuz reviewee, admitted that they received a leakage, assenting for retake exam. It must be easy for him to say, and to do that by himself, or by themselves ( Gapuz Reviewees), because, of the different level of anxiety, worries, and preparations they had, because of their leakage, unlike those who made it ascetically, and sincerely- and are wistful of passing it through without regard to cheaters as long as they, (we) passed. That we do not want to be trapped by their villainous act and remonstration for our oathtaking, realizing that we are now nurses, made even stronger because of you, because of leaks in the name of "GOD."

Imagine if we are to be sharing your conceited and selfish desires, then you make us all fools, incompetent... What a trauma for us, that we do't want to accept, how weak are to not let justice prevail, and it will always be. (Which our democratic country should realize). Besides, PRC, is assuring that the measures they took are thought holy, humanely, and statistically. What for are we waiting for , let us take a new step not to step back and repeat that is baseless and go in front of the hall, and have an "Oathttaking" ceremony confirmed behind the date of postponement that is providing much space for suspicious and fiddlesticks arguments leading as to nil.

I,(We) appeal and shout for justice for all. " To serve justice is not to sacrifice the most," afterall, reprobates were revealed and waiting for an appropriate treatment too.

June 2006 Nurse's Licensure Examination passers are pacing and making it clear the real meanig of justice. THANK YOU... JOWDIC...

to utopia_12k:

pare u just have to know your abilities and capabilities. i tried to apply for work (august 8, 2006) in one of the tertiary hospital in the city where i live. i presented my application letter, my resume (with all my accomplishments stated therein, transcript of records, the rating i got from prc, and the recommendation from my dean last week amidst the fiasco. the chief nurse told me to come back the next day (aug. 9, 2006). when i came back, the chief nurse told me that i can start to work on the 16th of august (tomorrow actually). i will be on voluntary status first, which is understandable, because i still have nothing to prove, i just passed the recent NLE with a 79% rating. however, maybe after a year or two, things will be different because by then i can prove that i will be possessing the competency my mentors would have taught me.

magpakatotoo kasi tayo na pagdating natin sa hospital, hindi tayo ang nagdedecide agad agad. nanjan ang mga experienced nurses, chief nurse, at mga doctors on duty na tutulong sa atin sa umpisa, sa kanila tayo matututo. we will all start from the bottom of the ladder.

this morning, i went back to the hospital to confirm the schedule of my duty and they readily gave my schedule and the floor in which i will report to.

it was a relief that the prc decided on the issue this late afternoon because if not, the chance of starting my career might be affected. thank GOD for tomorrow i will begin to see the light of path to my career. time will come when we can prove to everybody that we (including other honest board passers) honestly passed the june 2006 NLE.

GOD BLESS!

Nursing is a very noble profession.

Before anything else, let me ask you this question. Out of the 42,000 examinees who took the June 2006 Nursing Licensure Examination, how many of these examinees really wanted to become nurses (as health care providers and not nurses as businessmen)?

This question will aid us in addressing this issue to come up with the best possible solution to this scandal. How? I think that if a nurse is true to her chosen profession, then it matters to her the importance and values of honesty and integrity because that is what we are and we will be practicing for the rest of our nursing careers. You do not cheat on the vital signs of your patients nor the physical assessments that you make. You do not lie on the medications and interventions you are giving them nor would you lie on the health teachings that you are teaching them. The core of our profession is to promote health and wellness, prevent illness and restore the health of our ill clients. Now, how would you prove yourselves competent if the examination itself is fraudulent? Where is your honesty and integrity? I know that most of those who passed the recent board exams passed on their own merit and having a re-take would just mean that they would have to undergo stress and anxiety all over again for reviewing and everything. You became victims of the situation but come to think of it, Re-taking the board exam will help you redeem yourselves of your competency and integrity. You are being labeled incompetent and many other ‘foul’ names by many medical institutions and I don’t think that you want to come across that situation one time after another. The Chief Nurse of NCMH (National Center for Mental Health, for example, confirmed that they will not hire nurses who just passed the June 2006 NLE, unless they prove themselves competent. Imagine the stigma being labeled to you. They did not call you incompetent but when you read between the lines, that is how it is. This is just one of the many medical institutions in the Philippines. You need not to worry abroad because our local board doesn’t matter to them. That’s why there’s NCLEX. If you are really competent nurses and deserve to be in this noble profession, then I say you must re-take the exam without fear ‘cause no matter how many times you re-take this exam, having known that most of the questions pertain to care management, you will pass it. If you fail, it doesn’t necessary mean that you cheated but maybe you need to brush up more.

Now, the best solution that the PRC Board of Nursing can come up with is to nullify the exam and have a re-take at no expense to the students. Expenses should be shouldered by the PRC Board of Nursing for having admitted that their manuscripts were stolen and there was indeed a leakage. Now, if re-take will be finalized as the best solution to the problem, what the government can do is to change the whole PRC Board of Nursing (Fire the incumbent Board members for their neglect of duty and give them just and fair reprimand) and make a whole new set of questionnaires. The National President of Philippine Nurses Association, Dr. George Cordero should be investigated as well, for the common good of the people, if he is really the source of this alleged leakage or if he has any participation whatsoever. Although it is quite impossible to say that, because first and foremost, his son was one of the examinees who failed the exam and his school has a 33% passing rate, I’m not closing my doors to any possibilities. It is also time for our government to pass a law that controls all these Review Centers that are now mushrooming here and there, as they are controlling the schools of Nursing. We do not and we must never lessen our standards in producing world-class nurses. Let us not put ourselves down and let us not be divided. It is time for us to be united and let’s work out together to achieve nursing excellence. If we do not move now, then when? Let’s redeem the integrity of ourselves as nurses and our nation as well. We are not a nation of cheaters. Ours is a noble profession that moves forward to a healthy future.

Thank you and Mabuhay to us all Filipino nurses!

nicely written madam, but then don't forget that we just passed the NLE, and please don't forget too we still need a lot of time to prove our worth. we still have to undergo training ( i presumed that you yourself experience that too) and it will just be day 1 for us.

please don't mislead us with those words that no hospital will take us in. i, myself will begin my training in a tertiary hospital tomorrow and please don't sermon us about patient's care, etc. because like me, i live in a barrio where there is no medical doctor. and since i was on my second year, i was giving my services for free, like waking me up in the middle of the night to take their bp when they do not fell well, accompanying them to hospital if i am free, and some little advice like reminding them to take their prescribed medicines regularly, to my poor and helpless neighborhood. have you experience living in a barrio like this? when i was a in high school our doctor in this barrio died of old age.

in our school, i graduated with a best in public health nursing (silver medalist), and 2 leadership awards (college of nursing and university student council) in my name. i did not write these accomplishments to brag. NO. what i am trying to imply is that we, batch 2006, have our abilities and accomplishments to begin with although we can not be very sure that all of us will be sucessful in the future. like any other batches ahead of us, some have their own success stories to tell while others do not.

why don't you give us a break to prove to ourselves our worth just like what you people did during your time? you did not become what you are today with a click of a finger! you also earned what you become now. with GOD's help our time will come too. we will always keep in mind what we had gone through and still is going through but like a wounded soldier, WE WILL DO OUR BEST TO FIGHT!

lastly, we believe that it would not be righteous to call for a retake wherein the hacks and the paid hacks are lingering the very corners of the place where the questionnaires will come from. there will be no hope when board examinees’ honesty and justice become crimes punishable by retake while lying, greediness and opportunism become culprits’ virtues.

The recent leakage scandal has rocked the nursing community like wildfire. Re-taking is the only option I believe to wash out all the doubts harbouring the june exam. To the people who have not received the leakage, here are several questions you should answer for the hesitation to retake. Isn't it better to tell everbody that you passed the board fair and square by re-taking it? I know that it is unfair, but would you choose to let it slide and have everybody linger the thought that you might have been one of those who did got the leakage because such a scandal was not solved? If you really did your best then what are you afraid of taking it again? will you be proud to tell everybody that you were one of the TOP TEN in the most controversial NURsing exam in history? Integrity of that exam is questioned by PRC, PNA, and other top schools, what will stop your future employers to question it as well? You guys think about it. Life is unfair, I know. But wait till you get your foreign exams. It would much difficult.

Mga pards, Please do not propagate the thought of having a retake, that is too much for me albeit to most of the others who took the test. This is my 5th time, again fifth, to take this exam. I passed with no help from the "tulo" after six grueling years of being a "tambay"; and now you want a retake? Dudes, that sucks. You do not what you are talking about. And dudes the foreign exams would be easier after this. Long live NURSING!!!

Pre! it is easy for you to say that; because you might have leaked or not you are unjust with crab encircling your thoughts! the most are not leakers, just tell who you know who had the leakage to have a retake so not to be bothered by their conscience if they still have that. That is why the PRC made it an optional, and those who would still want to have a retake though they passed, just the same, and may also want to experience the real level of anxiety and the relief that a successful leakage-free examinee should experience, similarly if they are boastful, or try to maintain the level of what they call the pioneer of nursing schools which most deny (UST)this very time because of self-interest using the reason of harm to health that we passers couldn't accept making it a mere reason of "SCAPEGOAT." Waht do you say? Justice will prevail by not sacrificing the most. MAJORITY wins...

The issue on this matter is a medley of long past's unresolved irregularities; must be because of increasing competition between schools, review centers etc. By this June NLE passers would not want to suffer the guilt that athers had escaped from. Let justice prevail now when it comes to this leakage matter to put into conviction with due ,those who promoted such, let the majority remain unaffected by this. June 2006 NLE passers are blessed with this initial trial of career from members of the citizenry with selfish interest, even becomes severe my the so-called, "Crab mentality." The PRC indeed has taken the measure that a just human being could do, by letting everyone to be trapped by other's villainous, and mischievous deeds. A retake of all examinees is not just, because only few must have it, that is why, conscience will they dictate them to have it. After all it is difficult if not impossible to found out those individual who had it made, albeit, generalizing the reviewees of the concerned review centers, 2 Bon members and the PNA president would suffice on this very situation just to let justice prevail! June 2006 NLE passers can defend their right to reputation that others would try to take away...
One PRC commissioner said it is better to acquit 100 criminals than convict 1 innocent... Even more supported to much weigh that the majority are just victims... Thank you...

EDITORIAL
No other way

Inquirer
Last updated 00:33am (Mla time) 08/24/2006
Published on Page A10 of the August 24, 2006 issue of the Philippine Daily Inquirer
ALL too quickly -- and predictably -- the graduates who received passing marks in the June 2006 nursing exams are discovering the folly of insisting that they be accorded immediate recognition as members of the profession. A number who sought jobs in various hospitals have been turned away, while others who already had one foot in, having started their training, have been told they could not continue because patients didn't want to be put under their care.
One nursing graduate who applied with several government and private hospitals in Metro Manila didn't even get the courtesy of being told that her application had been rejected. But Bea Tibacan noted that one question was invariably asked every time she submitted her job application: Did you pass the June exams? And every time she said yes, "the atmosphere, their tone would suddenly change," Tibacan said of her interviewers. There's discrimination here, she said, which is "so unfair."
Of course, it is unfair, but such "discrimination" is unlikely to vanish if many in her batch of graduates would get their wish. They are demanding that they be allowed to take their oath and that they be issued licenses to practice the profession. But the leakage of examination questions in two subjects, which nobody now disputes, has cast serious doubts on the integrity of the exams. And, quite naturally, the preparation for the job and the competence of those who passed the exams have been put in question. The end result is that hospitals are reluctant to hire those who passed the June exams.
The owner of one review center said 15 nursing graduates who had taken review classes in his school couldn't find a hospital willing to accept them. Which is understandable, he said. "We can't really blame the patients or the hospitals because they have reason to be worried." The stigma of cheating has been attached to those who took the exams, and what is most needed now is to clear their names. The best way to do that is to nullify the results and require those who passed to retake the exams, he suggested.
There is no other way. The leakage was first traced to a review school in Baguio City. But now the investigation has been widened to include 22 nursing schools whose deans allegedly took part in the "final coaching" of examinees, after some examination questions had been leaked to them by a former president of the Philippine Nurses Association. Even if the students of all these schools are barred from taking their oath, there is no guarantee that other examinees didn't receive similar "tips." In other words, the integrity of the test has been so badly compromised that everyone who took it cannot now escape suspicion.
And that problem is not solved by simply setting aside the results of exams in the two subjects, as the Professional Regulation Commission (PRC) has proposed. For as critics have pointed out, that would mean admitting half-baked nurses into the practice of a profession where what they do could sometimes mean life or death for a patient. But then what can one expect from officials who think they have to consult the examinees before
they would decide whether to make them retake a test that has been tainted by cheating? They seem to have forgotten that their first obligation is to ensure that those who are admitted to regulated professions have the competence to carry out their functions. It is not to run a popularity contest.
This is why the graduates, the students and their teachers who have been doing all they can to stop the PRC from recognizing the result of the recent board exams deserve the support and encouragement of those who cherish the nursing profession. By insisting that the exams should be honest and above suspicion, they help ensure that competence is preserved in the nursing profession. And given the magnitude of the scandal, which
has already attracted international attention, they are the ones who will help save the reputation of our nurses, our nursing schools and the entire profession, which have been a rich source of nurses and caregivers for many other nations.

“Kill ‘em all and GOD will know its own”

”ALL too quickly -- and predictably -- the graduates who received passing marks in the June 2006 nursing exams are discovering the folly of insisting that they be accorded immediate recognition as members of the profession’’
I respect the fearless views espoused as a policy by the Philippines Daily Inquirer but for the editorial to brand the quest of the 2006 Nursing Licensure Examinations Passers to be accorded immediate recognition as a “folly” without an iota of analyzing and presenting both sides of the issue simply diminishes the high level of cerebral reputation of the PDI as a paper. I expect more intellectual discourses from this editorial based on careful and serious evaluation of the impact and consequences of the alternative courses of action.
The editorial in angling for a retake position based on “ limited” reportage of rejection does not help the concerned parties in getting the fair resolution of the issues.
I believe that one of PDI’s implied values is its quest for fairness and justice to all. But is it fair and just for PDI to posit that it is a folly for them to be accorded recognition because:
1. One nursing graduate had been rejected.
2. One review center owner said 15 nursing graduates who had taken review classes in his school could not find a hospital willing to accept them.
Is it not elementary fairness for the editor to present a reasonable number as a basis for its proposition?
“Of course, it is unfair, but such "discrimination" is unlikely to vanish if many in her batch of graduates would get their wish. They are demanding that they be allowed to take their oath and that they be issued licenses to practice the profession .”
Agree. But the vanishing of the “discrimination” is not based or connected with the wishes of the passing graduates. The vanishing of the discrimination will depend on the truth that there are graduates who did not get the leakage and cheated.

But the leakage of examination questions in two subjects, which nobody now disputes, has cast serious doubts on the integrity of the exams. And, quite naturally, the preparation for the job and the competence of those who passed the exams has been put in question. The end result is that hospitals are reluctant to hire those who passed the June exams.
This is precisely what is controversial now. If we follow the logic of the editor it can be paraphrased as:
“Because there is a leakage in two subjects therefore serious doubts is cast on the integrity of the exams and hospitals are reluctant to hire those who passed the exams.”
What is the basis of the editorial to conclude this? I do not believe that the editor made this conclusion on the basis of the statements of one graduate and one review center owner mentioned earlier. Why do not PDI, with all its resources investigate further. If PDI gets proof that there is massive cheating by all parties then its conclusion for a retake is meritorious.
The stigma of cheating has been attached to those who took the exams, and what is most needed now is to clear their names. The best way to do that is to nullify the results and require those who passed to retake the exams, he suggested.
The suggestion of the review center is well meaning but like the editor’s no retake conclusion, the basis is inadequate. This situation is analogous to the national election. The CBCP in 1986 concluded that there is a massive fraud but they did not recommend that the election be annulled and a new election be held. They averred that President Marcos manipulated the election and implied that President Cory is the legitimate President. At present, President Gloria is accused of being duly not elected. Nobody says that the election should have been cancelled. The implication is that FPJ won. Cancellation of the election is not the logical alternative to fraud or cheating in the election. The logical action is the installation of the rightful President. In the case of President Marcos, US President Reagan even initially reported that both sides committed fraud implying that the election be cancelled but this was roundly rejected by the Filipinos. It is unimaginable that every national election be cancelled because there are proven cheating in one or two provinces. A national election can only be logically cancelled if massive cheating by participants is proven that we cannot determine the true winner. Likewise the 2006 nursing board shall only be cancelled if there is massive cheating and there are massive cheaters.
Only you and those who propose the retake position attach a stigma because of the leakage. What is lacking in this attachment is that the leakage is not massive or significant enough for you to recommend the cancellation of the exam. The stigma can never be attached to person(s) who did not cheat and are presumed innocent unless after investigation those persons cheated.

. Even if the students of all these schools are barred from taking their oath, there is no guarantee that other examinees didn't receive similar "tips." In other words, the integrity of the test has been so badly compromised that everyone who took it cannot now escape suspicion.

Disagree. The proposal failed to consider truth and fairness. No students should be barred from taking their oath unless they are proven after an unbiased prosecution that they cheated. There is no guarantee or proof either that other examinees received tips. Unless PDI and its editor says even without guarantee or proof in either case students should be barred for taking their oaths. Does PDI subscribe to the bigot’s battle cry “Kill ‘em all and GOD will know its own”.
But then what can one expect from officials who think they have to consult the examinees before they would decide whether to make them retake a test that has been tainted by cheating? They seem to have forgotten that their first obligation is to ensure that those who are admitted to regulated professions have the competence to carry out their functions. It is not to run a popularity contest.
it is not correct as implied that only the examinees are consulted. As reported, consultations are made with most if not all stakeholders. But what is wrong with consultations? . It does not follow that consultations will result in the most popular decision. Consultation is a precedent to the determination of information needed for any logical conclusion. Unless the editor implies that it has proof to shown that PRC’s decision is based on popularity during the consultations, I humbly suggest that PDI get PRC’s side for concerned parties to weigh whether PRC’s decision failed the test of fairness. What I understand is that the tests 3(25 questions)and 4(all questions) were remove and the weight distributed to the other tests 1,2 and 4. Likewise an expert was engaged to remove the bias. It is only fair for PDI or any other concerned parties to challenge the work done by PRC. If it is shown that massive cheating happened then a cancellation or annulment will be in order. But if the bias is removed and cheating is not significant then it is equally fair to accept the results and allow the board passers to register and take their oath.
This is why the graduates, the students and their teachers who have been doing all they can to stop the PRC from recognizing the result of the recent board exams deserve the support and encouragement of those who cherish the nursing profession.

The recommended support is misplaced since the editor and the retake proponents failed to address the issue of truth and fairness. I humbly request the editor to revisit his or her recommendation and address the following:

1. Does the editor or anyone from PDI possess proofs that all of the passers cheated in mass to warrant cancellation of the exam? Retake is not technically correct since the cancellation means that they are going to take the December 2006 examination. Retake implies that there is still a June 2006 examination.
2. Is it not fair to all to say” yes there is cheating but it is not massive to warrant cancellation and the cheaters were investigated and punished.”
3. Is it not fair to say and for the editor to tell his friends here and abroad that stigma should not be attached to the graduates because appropriate action by our people has been done.
4. Is it not fair to say that there is cheating but not all cheated?
5. Is it not fair to say that stigma will be more attached if we take a shortcut and fail to identify the cheaters and equally punish the non cheaters. Are we like the Gestapo and the Kempetai who shot every tenth citizen because the rebels declined to come out and admit their crime before them. We all hold the self evident truth that it is better to let go 100 guilty men than punish one innocent.
For once let us not take the short cut. Logic, truth and fairness dictate that we should presume the passers innocent and allow them to register and take their oaths. Then lets us continue the serious investigation of reported leakage and revoke the license(s) of those who cheated after sufficient proofs are presented. Let us give priority to the board passers because they and their families are most adversely affected. For other officials involved in the cheating let them be likewise be given due process and punished if found guilty

Disagree. It is not their crusade for the retake but our (all of us) quest for truth, fairness and justice that will remove the alleged stigma and at the same instance let the passers who did not cheat be rewarded and move on.
Let me further humbly suggest that collective condemnation and punishment of any group of people such as the 2006 nursing board passers without sufficient proof as your editor professes be declared “ anathema” by PDI.
There is another way. Letting the board passers register and take the oath is not a folly as your editors profess. It is a folly for the editor and those who advocates for retake to condemn collectively the board passers of cheating without sufficiently proving their guilt. Only Adolph Hitler committed the folly of collectively condemning and exterminating the Jews and other defenseless people because of the “stigma” attached to them. Let us learn and reject the folly committed in the past.

RETAKE POSITION

Please allow me to summarize as much as I can gather the comments for the retake position and my rejoinder to them:
Comments No.1:
The cause of all this mess is PRC’s release of the results of the 2006 nursing board examinations without an acceptable process of investigation of the leakage.
Reply:
This is a judgment call for PRC. Did PRC made a prudent and diligent judgment? The first and primary constraint on the part of PRC is the legal requirement to release the result no later than 30 days or July 12, 2006 from June 12, 2006. PRC did not release the result until July 19, 2006. The results was not released a week later as customarily done in the past nursing board examination because they conducted an investigation on the reported and alleged leakage(s). After the investigation two questions might have been foremost in their minds that might have warranted a cancellation of the whole board examinations. Cancellation is a common sense and logical option cheating is proven on a significant and massive scale for two elements, one(1) the test questions(say 3 or more of the tests and two(2) more than 50 % of the examinees and geographical locations. What are the discovered facts after the investigations:
a. The alleged leakages were found in Baguio( examinees from RAGapus? and INRESS?), SM(INRESS and PCHS).
b. Two(2) examiners Mss. Anesia B. Dionisio and Virginia D. Madeja admitted? As the source of the handwritten manuscripts for test 3(25 questions) and test 5(100 questions.

In the meantime PRC requested to conduct a full-scale investigation and PRC released the results. Most PRC probably released the result after they evaluated the extent of cheating and they concluded that there is no evidence of large scale or massive cheating to warrant a failure of examination and its consequent cancellation. This is the critical decision made by PRC. Most probably they made this decision after consulting NBI for the result of initial investigation and their in-house counsel. I think the facts to this date support the assessment that there is no massive cheating since no additional facts surfaces that there are leakages in other geographical locations. Of course a free, unbiased and complete report of the NBI is the best source for this recommendation.A good analogy is in order. However by logical inference or an intelligent “haka-haka” will show that, “yes there was a smoke and yes there was fire” but was the fire massive enough to condemn and demolish the whole building. I do not think a prudent engineer and houseowner will rashly do this. A prudent houseowner will consult the government’s building engineer and an unbiased consulting engineer to conduct a structural review and if they found massive damage and consequently recommend demolition then they may prolong it and get another expert but eventually if the recommendation is upheld, the houseowener has no choice but to agree. In the alternative, the houseowner and her sympathetic neighbors
will go ahead with the repair. Common sense present many applicable analogies. Please allow me to use closer analogy, the national elections. Nobody ever since recommended a cancellation of a national election because our people believed that even in a massive election fraud and cheating only one party is guilty as in the case of the election contest between President FEMarcos and President CAAquino in 1986. Our people rejected President Reagan’s initial assessment that both parties cheated implying the cancellation of election.
This is really the gamut of the issue. Was there massive cheating to warrant the cancellation of the examination. There is no substantial evidence to support this. Otherwise majority of the media, NGOs and othe organizations will be in uproar. Everybody now grants that there is cheating but I do not think a significant segment of our people and other stakeholders believe that cheating is massive enough to warrant cancellation of the examination.
Let me digress a little. The issue of retake or no retake is not a logical proposition. The logical choice is whether to cancel the June 2006 examination or not. A retake or no retake is so expansive and emotional. Retake is only the consequence of the cancellation. It is not theoretically a retake because the 2006 examination is already dead and cannot be resurrected once it is cancelled. Once the May 2006 examination is cancelled the examinees will need to take the December 2006 examination. For those who advocate a retake do you honestly believe that there was massive cheating that since it is difficult to determine those who actually a cancellation is warranted. If you agree that there is no massive cheating, then it is only fair that you withdraw your advocacy for retake. However if your position is for retake because there was cheating per se whether it was massive or not then we will end up with no annual national examinations not only for our nurses but also for other professions because I believe that a it is self evident that a 100% cheating free examination is contrary to common sense, impractical and detrimental to our collective and mutual interests.
Granting that there is cheating, all of us to continue and support the serious investigation, prosecution and punishment of those who cheated in the examination.

Comment No. 2
PRC’s action of “statistically” correcting the results will not restore the integrity of the examination.
The inferred premise of this comment is that the integrity of the examinations has been severely tarnished, again, inferring that cheating is massive that no correction or “firefighting” is possible. However evidence until now shows that cheating is not massive, hence, correction arguably is possible. I totally agree that if cheating is massive then correction is not possible and therefore cancellation is logically acceptable. But, there is no showing of massive cheating and nobody has shown any evidence to be so.In this case then correction is possible. Did the correction or “statistical” process made by PRC fair and valid? I think so based on the removal of the tainted tests and distributing these proportionately to other tests. PRC has engaged an expert to do this. Let other experts challenged this process and let a 3rd party experts make an evaluation. Let them find ways to correct the results in a valid and fair manner. Let us not our emotion govern and let reputable experts do this.

Comment No.3
Retake will remove the stigma of cheating.
Why are you afraid of retake if you did not cheat?

All other comments are related or can be summarized in the two preceding comments.
These comments are premised on the validity of retake which as discussed earlier has no validity since there is no showing of massive cheating and correction can be validly performed. Yes there is a stigma and yes the stigma will remain if no corrective measures are done. How? We can do this by doing things right and doing the right things. What are the things right that we have to do? First, we have to accept that there is cheating but not massive enough that it is impossible to correct. Second, let us subject the correction made with utmost transparency. Third and lastly let us allow the board passers to register and take their oath and continue with the unfettered investigation and revocation of license once proven guilty. On the other hand what are the right things that we have to do? Let us con front the issue and avoid insensitivity to issues raised against the board passers. Secure media support in promoting transparency, truth and fairness in reportage.
Nobody is afraid of a retake if this is the consequence of examination cancellation based on the proven massive cheating. Otherwise raising the bugaboo of fear for a baseless retake is preposterous if not outright sado masochistic stupidity.

Please allow me to address other comments.

Comments a:
NCLEX will not hold examination in the Philippine.
There is no direct and formal statement that NCLEX will not hold an examination because of the controversial 2006 nursing board examination. The truth is that NCLEX will not hold examinations in the Phillipines for many reasons not directly related to the controversy.
One examinees is refused acceptance by 15 hospitals and one review center owner reported 15 board passers find difficulty in getting acceptance from local hospitals.
One examinee and one review center owner is not significant enough to imply that a significant number of examinees are refused employment. Let us not be naïve about this kind of media pronouncements. There is more common sense to our local hospitals than that.

why so afraid to retake the board exam if you really passed,,, all you have to do is retake,,

Not so easy my friend. How? when you retake, that means you are submitting your license automatically for cancellation, that is. Then you have to retake in favor of another exam. No one is sure to pass for another exam. Even the brightest. To this you are subjecting yourself to a very big question mark...

re-take of exam is a good option...although i passed this june board exam,di ko deserve dahil aaminin kong nandaya ako..i am one of the reviewees of the said review center na sangkot sa pagkalat ng leakage sa baguio..and totoo talaga yung mga ipinaglalabn ng mga estudyante..totoong leakage po yun at hindi emergency materials..totoo po ako sa sarili ko at inaamin ko namn..for those students na kasama ko sa review center, maging totoo kayo...hindi porke pumasa tayo, cnasamahan pa natin si sir g. na pagtakpan ang mga allegations..maawa kayo!makonsensya kayo sa mga nagpakahirap sa board exams...

TO ALL BOARD PASSERS OF THE JUNE NLE 2006. DO NOT BELIEVE IN STORIES THAT NO HOSPITAL WILL HIRE YOU. IN FACT ALL THOSE WHO PASSED THE JUNE NLE 2006 HAVE ALREADY BEEN HIRED HERE IN OUR PLACE. THERE ISM ALSO NO TRUTH TO WHAT THEY SAY THAT PX WILL NOT ALLOW YOU TO CARE FOR THEM BECAUSE YOU ARE A JUNE PASSER. THAT IS A VERY IGNORANT OPINION. THERE IS ALSO NO TRUTH THAT YOU WILL NOT BE HIRED ABROAD. IN FACT THERE ARE STATES IN THE US THAT DO NOT REQUIRE A NLE FROM THE PHILS. YOUR COMPETENCY IS NOT JUDGED ON YOUR BEING A PASSER OF A CERTAIN BATCH. RATHER IT IS BASED ON YOUR ACTUAL PERFORMANCE AND IT STARTS ON YOUR FIRST DAY IN SCHOOL.

Why should I pay the price?
CTALK By Cito Beltran
The Philippine Star 09/01/2006

This is a true story of sacrifice and injustice.

It was a big sacrifice for Noli and his family.

For two years, Noli set out to do what two generations before him couldn’t afford or failed to achieve. A simple dream, a human right. It did not require much travel, nor was it about scaling Mt. Everest.

However, it meant somehow being indebted even if there was no expectation from his sponsor who committed to support his expenses for two years.

It meant not being able to help in the day to day chores of a family where an extra man and extra hands greatly eased his parents' burden.

And if that wasn’t hard enough he also had to give up on any gimmicks, outings, fiestas that his friends were going to. Given his disadvantage in life, he needed to focus on the goal.

Everyone in the small barangay knew about his good fortune in finding a sponsor, now everybody was watching if he would pass or fail. If he had what it took to reach the goal, to fulfill the dream.

For two years he trained, morning till night, daily he showed up resting only on Sunday to keep a promise to attend Sunday service. Soon enough the dream was more real. He actually had an on the job training.

For that he needed more money. He had to live in Manila for two months, work day and night and adjust to a culture so different from the life he knew in the province.

Inspired by actual work experience, Noli returned to the province to undergo in-house review. That meant asking for another P8,000 from his sponsor. But it would all be worth it once he graduated and that he did.

He wasn’t top of the class but it didn’t matter. Not to him, not to his sponsor, not to the whole barangay. He had a bigger hurdle ahead of him and everyone wanted to encourage him.

Noli was not immune to the envy of his younger brother and sisters who wonder if they will be lucky enough to pursue their dream. Nor could he spare himself the guilt that his brothers and sisters have to pick up the chores he should be doing.

He had to take the state exams. For this he would have to move back to Manila and ask his sponsor for another P25,000 for what they call critical review program. A month later would be the intensive interview training which would cost his parents and grandma P20,000.

It didn’t matter that his grandma was just a cook earning P3,000 or that his father was just a carpenter feeding 5 kids and a grandchild. Even his sponsor ignored the dent on his limited finances. Everyone was taking part in building the dream of the next generation.

Once the dream comes true, the next generation can now believe it can be done. That they can graduate from any course they set their hearts and minds to, that with the help of God and family they can now become licensed professionals.

Noli took the State tests. He passed. He passed the board exams for nursing of 2006.

Two years and more than two hundred thousand pesos later the state now denies him his dream. The state denies the dreams of his parents, his family, his sponsor, even his barangay.

It is claimed that there was a leakage in the exams, that there was cheating in the exams. Claims, claims, claims.

No one had yet been arrested, charged, found guilty. But the reckless, irresponsible, self-appointed guardians of society such as politicians, professionals, government officials, judges even media practitioners simply shoveled out their opinion.

Their hypocrisy and manure in the form of qualified opinion, totally disregarded the rights of the examinees. Suddenly they were all suspect, suddenly they were all probably unfit, suddenly they are now potential risks, questionable employee material.

Would the self righteous be as judgmental and irresponsible if their children were one of the examinees, would they be so quick to deny those who passed their right to take their oath if it were their life savings invested?

They still don’t know where the actual leakage took place. Was it at the PRC, at some review center, at the photo copy shop next to the exam centers, or was it at the exam center itself.

What crime really took place? Leaking, falsification of public document, cheating, murder adultery or just plain bull shit?

Who are the criminals. The leaker or the leakee? The examinees or the PRC, the review centers or the schools.

Who has more to lose and who should the justices be protecting: the rights of those whose future are at stake, whose reputations have been besmirched, whose family savings are depleted or the hypocrites merely protecting their professional status and interest in the guise of public health safety?

Because of SELFISH not SELFLESS interests, because of PARANOIA not PROFESSIONALISM, hundreds if not thousands of Nursing graduates, can’t take their oath, can’t get their license, can't get jobs, have no way of paying back the support they got for two years and a half.

What I see here is a class action suit against the PRC, the group of people who got a restraining order that prevents those who passed from getting their license, a defamation suit against senators, congressmen, even media for recklessly tarnishing their reputation.

The usual complaints would state . . . sleepless nights, anxiety, loss of income, not just wounded pride but DISHONOR from those who would call themselves HONORABLE.

I throw a challenge at all of you so-called honorable men and women . . . how dare you cite the words "Better to let ten guilty men go free than to condemn an innocent man" as you take away the death penalty and then judge innocent hard working students and condemn the labors of their parents and their families because "SOME, NOT ALL, CHEATED."

How dare you add insult to injury by demanding that everyone retake the exam!

Yes, adding insult because it would be easier and simpler to stage a retake than to follow the rules of Law, the very same laws you as Jurists and legislators base your accusations and presumptions upon. That sirs is what I call SIMPLETON LAZINESS!!!

You as public officials should be under judgment for pre-empting and not immediately conducting the established rules of investigation. Let the police, the NBI, the PRC, specially the Department of Justice earn its keep as keeper of the law and not as speaker for the cause.

Perhaps even those who claim to be wise men of the law should reflect not only on the provisions of law but intent tempered with just equity for all concerned and not who comes first to their salas.

As for me, I choose to keep faith with the youth, their dreams, and honor their sacrifice. I will continue to be a sponsor, I will continue to fight the good fight.

I shall also leak out a list of all government officials, professionals, and media who DISHORED the truly honorable. Maybe a few thousand votes less, a few thousand readers and viewers, a few hundred thousand pesos of losses will somehow make you realize the need to apologize to our children.

In my opinion, the only way for there to be peace in this scandal is that we should opt for the re-test. Im one of the students who passed the exams with no knowledge of this leakage occuring. I know it would be difficult on our part to take the exam again but, to be honest it will be the only way that integrity of filipino nurses would be returned. "Ipakita naman natin na matiisin tayong mga mamamayan na may kakayahang bigayang hustisya ang mga ngyari" even if we are in the most dire of situations, we should always keep our integrity. No foriegn investor would employ nurses who under thier own prejedice have cheated during the exam. We should just take the exam and get all these scandals over with. Let us the future workers of society, show that we have the will power to pursue what we have opt to do. Naghirap na tayong mag-aral ng 4 na taon, kahit 2 buwan na lang ng paghihintay para mapakita na tayo ay mga marangal na tao. I pray that the nurses who have taken the test with me would share my view, so that even in our CORRUPT COUNTRY we could show that there are still people who would sacrifice for an honest system.

Nursing profession needs cure

Inquirer
Last updated 02:28am (Mla time) 09/05/2006
Published on page A12 of the September 5, 2006 issue of the Philippine Daily Inquirer

WEEKS have passed since the scandal broke out, but the issues and dilemmas hounding the nursing licensure exam appear to be still far from a final resolution.

Meanwhile, the innocent examinees, the real victims of this scam, continue to suffer. Most of the examinees are being deprived of their opportunity to find a job, earn and help support their families. And to think that they have debts to pay, debts incurred by their families for their schooling and review. The longer it takes to bring this scandal to closure, the more the examinees and their families suffer.

Some hospitals have already announced they will not hire the services of the passers of the tainted exam. Not a few examinees have been rejected even for volunteer work in hospitals. Again, these examinees are innocent. Why are they being persecuted for a crime they did not commit? Their only fault, if it is at all, was to be in the scene of the crime perpetrated by vultures in the nursing profession. They are indeed in a situation that cruelly makes victims of the innocent.

On the other hand, the owners of the review centers linked to the leakage remain unpunished. It's business as usual for them. They continue to rake in profit from would-be nurses and their families. All because the government is slow in its investigation and no charges have been filed against them. It wouldn't be a surprise if one of these days, they would manage to skip town and escape accountability.

The leakage scandal is not just a question of retake or no retake. It is more importantly a matter of justice and it calls for a serious reappraisal of the state of our nursing profession. Everybody wants out of this scandal with a sense that justice has been served to one and all. But the government's indecisiveness is causing the examinees the jobs they immediately need. Malacañang's initial hands-off policy only raised more eyebrows.

Yet, there are concrete options that government can immediately act on. It can, for example, suspend the operation of review centers that have been linked to the leakage; place on the watch list of the Bureau of Immigration the names of the owners of these review centers and the officials of the Philippine Regulation Commission/Board of Nursing and Philippine Nurses Association; and revoke the professional licenses of all the nurses involved in the leakage.

As to the suggestion to subject the nursing profession in the Philippines to a deeper diagnosis, this is definitely in order. The June 2006 nursing board exam leakage clearly showed that the country's state of nursing is sick.

The nursing leakage of 2006!!!hummp... it really added to the old stigma that we Filipinos are corrupt..before, I am excited and proud to be a member of this noble profession..thinking the fact that nursing is different from any other corrupt professions in this country..as what my school taught as..masyado ako nalungkot na pati pala ang propesyon na dati kong hinahangaan, unti unti na rin pa lang nadudungisan dahil sa ilang GANID na opisyal...We "must" learn from this experience...future board exams should make a difference...wag nating hayaan na pati ang propeston nati'y matulad sa ilang propesyon dito sa Pilipinas na nalugmok na sa putik ng kurapsyon...Retake is a positive option for me, it is the only way to bring back the integrity of our profession..I know its difficult esp. to those who passed but Its the only way...maparusahan man ang LINTIK na Cordero n yan (IKINAHIHIYA KITA!!) at iba pang mga GANID at walang hiyang opisyal na sangkot, it can never bring back the intergrity of our profession...mapaparusahan lang,...hindi malilinis...i HOPE AND i PRAY NA SANA MATUTO NA SA MGA SUSUNOD NA EXAMS..

....RETAKE!!!if you love this profession..maggiging magaan sa loob mo ang pagre take...dont be selfish...for me it is more important to clean first and bring back the integrity of our profesion than to our personal wants..I realy consider retake, though I passed the june 2006 board exam..Mahal ko ang profession na to and I think its the only way to clean our name...masayado n nga talamak kurapsyon dito sa Pilipinas...Ibahin naman natin ang profession na to!

ReaLLy the evident probLem here is that the officiaLs of the Board Examination for Nurses don't want to get themseLves invoLved in such a freakingLy tight situation. But heLL where on earth couLd've the cheaters gotten the test Leakage? Now that's a thought. Maybe they shouLd consider having some sort of "reformation" in the board. Now that the Leakage scandaL is out...the trust of foreign countries to FiLipino nurses sureLy diminished by a heLL lot.The soLution? Perhaps they shouLd simpLy disquaLify the cheaters from the exam. They must not be given an opportunity to be nurses. They don't deserve it. So those who are not invoLved in the Leakage who passed shouLd no Longer undergo a re-take. But heLL...this case is reaLLy something...*curse cheaters*

Im definitely not in favor of retaking the exam. After full throttling my brain out for 5 gruelling months of reading and reviewing and rereading almost all possible nursing reviewers out there, waiting for the result for 5 agonizing weeks, and finally knowing that i passed the exam with a good and honest grade, why on earth would i want to relinquish the same experience more so prove that i have nothing to do with the leakage. No its not a case of being selfish neither a matter of not wanting to redeem the nursing profession but rather more on killing the bastards and saving the innocent ones, the MANY innocent ones. A retake, may it be just be part and parcel of the test or may it be the entire set it is still unfair and unacceptable. Note that retaking 2 parts of the exam doesnt exactly mean less books to read, the june 2006 exam was NOT(!) per subject but rather mixed so therefore with the retake of sets 3 & 5 it would also have questions of mixed subject. Dont take it the wrong way. For those people who are not directly involved and affected by this mayhem meaning those who do not have any idea of what a nursing board exam is or did not take the said exam, shut up! Its easy to say 'retake' when you dont know how it truly feels like retaking. For those who keep on saying that it wont be a problem for us boardpassers to pass the exam for the 2nd time since we so have made it honestly (yeah mock us more!), think again. Repassing the board exam still means sleepless nights, financial agony, sacrificed social life, and ultimately... mental exhaustion! You dont know a darn thing about this june 11-12 exam and how hard and mixed it was, how stupifying the questions were (specifically letty kuans out of nowhere questions) and how almost 18000 of us managed to make it through inspite of everything. No one knows how many boardpassers benefitted from the said leakage, but with the 42% passing rate, i guess we could all say that there werent many. Point being, majority of that 42% are innocent, dont let us be victims of these 2 BON members and Cordero. To sum it all up, i strongly believe that redeeming the nursing profession starts with getting the perpetrators and letting them pay hell for the trauma, delay, and pain they have greatly caused us. Less mind on the international image since as we all know theres a whole new different exam for that. GMA and Sen gordon, lets try to be fair.

the mayhem caused by the leakage and the retake issue is not only the dilemma of us examinees and but also a burden to our parents... a few days after the exam, i was horrified after hearing the news about the said leakage. i couldnt beleive it, but unfortuneately, the nightmare is actually real...
everytime the retake issue surfaces, we are always caught off guard since we could only wait for the final verdict.. we certainly do not deserve this... especially dignity and honesty... a retake would mean that all our efforts went straight down the drain. The nursing board exam is far from easy... we cant let this pass, a retake would mean that everyone behind the leakage scam would get away with it... talking about INJUSTICE...
