PRC Identifies Leakage Source in Release of Nursing Exam Results

The Professional Regulation Commission identified the two (2) board members who leaked the test questions as Anesia B. Dionisio and Virginia D. Madeja as they released the results of the controversial nurse licensure examination conducted last June 11-12, 2006.

so... there is indeed a leakage. i was hoping the whole thing would turn up to be a big misunderstanding but... i guess it's true in the saying 'if there's smoke - there's fire', and a big stinking fire it is. this is... this is just... tragic.

may leakage nga, tsk tsk. so ano na mangyayare? re-take?

Lam nyo, you talk too much.........May leakage man o wala, the thing is...kung mag aral ka mabuti, you'll pass kahit may leakage o wala. Kung naging pro sila bcoz of cheating, sila din tatanggap ng karma, not you. Yong mga bumagsak, better luck next time. Wag sumama loob nyo kc d sila ang dahilan why you failed. Maybe this is not your time yet.

Retake is absurd!!!!!!!! Don't you realize the effort, stress and the financial impact to the parents pag may retake? And of course, sayang oras no...

luckily I am one of those who passed the june exam WITHOUT LEAKAGE,I deserved to pass dahil lumabo na ang mata ko sa 6 months na pag-rereview ko, things na 'di naman nangyari sa 'kin sa 4 years na nag-stay ako sa skul and at the same time sinamahan ko ng prayers...kaya sayo na nggi-gigil sa galit, kaya di ka pumasa dahil si lucifer ang dinadasalan mo.kung ako sau manahimik ka na kung saan ka mang lupalop nagmula at umpisahan mo ng mag-aral kung gusto mong maging RN.

if in case na mapatunayan na may leakage nga ang gapuz at uulitin uli ang board...dapat sila na lng ang mag-retake,'gapuz reviewees' regardless kung pasado man o failed at kasama ng iba na 'di maka move on.coz unfair naman sa iba na nag-sunog talaga ng kilay.
sa iba na demanding for retake, wala kaming kinakatakutan, kahit kelan, kahit saan. we only think of the burden it would brought to our parents financially. kung magre-retake ng alang bayad..go, pro if with pay bahala kayo sa buhay ninyo, may mga bibig na umaasa sa amin na kailangang pakainin! kelangan na naming mag-trabaho noh!

I am one of the board passers of the recent nursing board examination. may leakage, may na identify na namigay, so ano pa hinihintay ng PRC? why not set a date for a re-examination? Two initials are added to my name. But i don't think i deserve the complement because there was a problem. Right now, PGH, St. Lukes and other institutions DO NOT ACCEPT June 2006 board passers because of the issue. Institutions in the United States are already aware of the problem and it won't be long that they will do the same as what the institutions did here. If Prc wants to clean this mess up, set a re-examination. I may have passed the said exam with questions from tests 3 and 5 removed. So i am not afraid to take another exam. Ang mga nandaya lang ang natatakot. Do you think you deserve that title???? As one of the examinees, let's not be selfish to celebrate what we have right now. It would be much better if the remaining 24,000+ who didn't pass get a chance to enjoy their career. Re take na tayo. Kaya naman natin.

RE-TAKE OF BOARD EXAM IS THE BEST OPTION!!!!!!!!!!!!!!!!!!!!!!!!!!!
TO ALL WHO PASSED THE EXAM,DON'T BE AFRAID, PATUNAYAN NYO NA KARAPATDAPAT KAYONG HUMAWAK NG LICENSE NA KAHIT ILANG EXAMS PA YAN, YOU'RE STILL BRAVE AND CONFIDENT ENOUGH TO PASS........

Re-take na talaga! my gosh! noted ang june 2006 board passers sa mga hospital institutions....
they're not accepting us because of the issue........... so it's better to re-take the exam na lang para maayos na ang lahat ng gusot.

i agree with you. noted talaga ang june 2006 board passers.... so

.....How sure are you na wala nang leakage sa retake natin??

The fact is...ONLY 17,000 out of te 42,000 passed. Wala pa sa kalahati...

That leakage only benefited the few examinees....

I don't think it's fair enough na mag retake...I played fair and square....WALANG GAPUZ,PENTAGON, KAPLAN, watsoever...in short, SELF STUDY...and I PASSED with flying colors!!!

Anonymous said...

definitely may RETAKE for the 58% june examinees na bumagsak at yan eh sa dec 2006 magaganap!

>> will you just let these things pass?

Anonymous said...

you people in luzon are making fools of us here in mindanao. we passed the nurse licensure exam without any leakage so why should you have us retake the exams, we passed the exam thru honesty, diligence and prayers because we know we are far better than you there in luzon. why shhould the deans of the nursing schools in luzon decide for our retake. does it mean that they are very honest and not once in their lives ever cheated. let them have thir students retake the exam particularly those from ust.we do not deserve this treatment of yours. better visit mindanao and see your worth all you people in ust

i am one of the 2006 board passers. and i am comforatable with the prc's decision to have an optional retake. let the passers chooce their own path and stand by their principles.taking the retake voluntarily is fair to both sides. for those who passed and feel they have to save face and redeem their integrity. then by all means please do take the retake. but please respect our choice if we don't want to retake. i, for one, would stand for what i believe that i do not have to redeem my integrity/dignity because i know i never lost it.my groupmates and teachers/c.i. know and could vouch for it. why then should i retake the exam just to disprove those who do not know me and doubt me? why should i prove my innocence when i know that i really am.
one problem with people who don't want to rest regarding the nullification of the june board exam is they don't know how to trust, they don't trust the prc and worst of all they don't trust the board passers. because they insist us to dredeem our integrity like they're pretty much sure we all lost it. people who could not trust don't have it in them. because how could you trust somebody if you could not trust yourself?
isn't the prc's explanation enough? they had explained how they dealt with the test parts having the leakage. they even used the services of a statistician, but there you are people still questioning their method. if you are pretty sure that the steps the prc are taking is wrong, then by all means try to have their post. you don't deserve to be a nursing president nor a senator, what you should be is a prc commisioner...

VOLUNTARY RETAKE.. maliwanag naman eh..

if u made it and you want your name to be separated to those leakage receivers, then RETAKE is the way...

if you're not brave and confident enuf to face the challenge (again).. NO PROBLEM.. hanap nalang kayo ng hospitals na tatanggap sa inyo. and mind you, you'll face an even HARDER situation. coz they will always have a DOUBT in you.

i juz cant understand y those who failed are ALLOWED to retake the exam? eh they failed na nga (w/ or w/o leakage)

Of Cheats and cheated

As if der is not enough of these "cheating" cases, who passed the NLE june 2006 are again going through the angst and anxiety of their testing days last june 11 and 12 this year.
dis is becaused dey might be made to retake the NLE after being lumped together with a number of "cheats" who passed der way through such dastardly act..
Hopefully help to restore the tarnished integrity of the earning licence as RN.
In the meantime, our country's pride of producing the Best Nurses in the world has been damaged by this controversy...

i can not understand those people who are trying to sabotage the oathtaking of the june passers. don't you have anything better to do than to sabotage other people's future? are you God? that you judge us all? even jesus christ did not judge mary magdalene, who was known to be a sinner by "our"(people's) standards. you are disregarding the fact that those june board passers also took nursing for 4 years(some for 3)just like everyone else. why then do you question their capability? EVERY nursing graduate and BOARD PASSER, will have to be a novice first, why then do you claim that allowing those who passed the june 2006 board exam is an act of endangering the lives of their would-be patients? who are you to say these things? who do you think you are? you are not God!!! so please stop judging and sabotaging us... leae us be. it is an optional re-take anyway. then by all means please just let YOUR STUDENTS just do so.....

We are not the ones who should be implicated here, because we are not the ones who are at fault! We are mere victims. The ones who should be castigated are the responsible party for releasing the leakage and spreading the leakage. Why focus the limelight on the passers? What happened to the investigation on the 2 REVIEW CENTERS implicated!? One was the one responsible for acquiring the leakage and another review center the one responsible for spreading the leak to their reviewees.
How about the students who weren’t able to afford the EXORBITANT fees that these review houses charge their reveiwees and instead enrolled in other CLEAN review centers? Those who reviewed on their own like us who patiently toiled day after day in our homes?
Did they ever ask us about our reactions? Do they know that most examinees who didn’t have the leak were almost in tears because some of our room mates in the board exams finished TEST5 in just 30 minutes and some finished TEST 3 in just 1 hour. Most of us who didn’t have the leak slaved away to answer it in 2 hours!
Do they know that the innocent board takers were even aghast at how reviewees from these review centers airily declared how easy TEST5 was because of the “PATOK BULLETS” (meaning exact copy of part 5) provided by their review center? How they even arrogantly declared their review center’s name?

I admire Senator Biazon and Justice Secretary Gonzales for supporting us and clearly seeing what should be seen. What they say is true! Justice Secretary stated, “Why punish the majority for the fault of a few?”. Senator Biazon has expressed his support, “I am supporting the administration of oath to the examinees provided those who may have been responsible in the agencies be criminally and administratively charged.” A fact that should be considered. Why punish the board takers when not all of us had access to the leakage? And why punish the board takers when we are mere victims of corrupt people trying to “up” their review school’s enrollment by getting hold of a leakage. Ang ganda nga naman sales talk nun! Enroll with us 100% passing kami! I also admire Mam Octaviano, and the rest who fight for the rights of the 2006 June passer. In time Mam, we will show that we are worth it. That we are COMPETENT, and can even past the nclex and cgfns with pure hardwork and honesty.. We are sincerely praying for those who sided with the MAJORITY who didn’t cheat..remeber, 17thousand pass and let's say 7thousand of these enrolled in the review centers..how about those 10thousand who are honest and work hard?

As far as I’m concerned, the result is final and valid for me. TEST 5 has already been nullified and the 15 items of leak in TEST 3 was already removed. How was the score for TEST5 computed? Take the average of TESTs 1 to 4 and assign that average to TEST 5. How was the overall average computed? Get the average of TESTs 1 to 5. Unfair? I don’t think so. You see, even if these TESTS had respective titles.. TEST1-Fundamentals of Nursing was not all about Fundamentals, TEST2-Community Health Nursing was not all about Community Nursing, TEST3 and 4-Medical Surgical Nursing was not all about Medical-Surgical Nursing, TEST5-Psychiatric Nursing was not all about Psychiatric Nursing. The questions were integrated, widely distributed and there was no delineation. For each test, a certain percentage of the questions pertained to different topics about Nursing. The Exam Distribution for EACH TEST is as follows:
- 10% of the questions for each test was all about Nursing Research and Quality Improvement (which tackled Fundamentals, MS,OB, PEDIA, GERIA, Community, Commuicable Diseases and Psych),
- another 10% was all about Nursing Management (which once again tackled Fundamentals, MS,OB, PEDIA, GERIA, Community, Commuicable Diseases and Psych)
- 20% was about Legal Responsibilities, Ethico-Moral-Legal Responsibilities, Personal Professional Development (which also tackled Fundamentals, MS,OB, PEDIA, GERIA, Community, Commuicable Diseases and Psych) and
- 60% was all about Safe Quality Care, Communication, Collaboration and Health Education (which once again tackled Fundamentals, MS,OB, PEDIA, GERIA, Community, Commuicable Diseases and Psych)

So you see, even if TEST5 was invalidated and 15 questions were removed from TEST3, the Board exams was still able to test each student’s competence in Nursing. So if those who had the leak FAILED, it’s because they were only able to score high on the parts that they already know, but fail on the parts they don’t have any idea about. And if those who had leaks PASSED, it just shows that they obviously passed the other tests even if the invalidated parts and questions could have made their average higher. Goes to show they ARE competent anyway.

PRC has already decided that the retake is voluntary and both passers and non-passers are already given the chance to retake TESTS3 and 5 either to pull up their average or to give them the chance to become passers. I am ok with that. My friends who did not pass were ok with that. The funny thing is, those who are complaining and bent on pursuing the case are the ones who benefited from the leakage! Have you ever questioned why this certain school is so bent on pursuing the case? It’s because THE IMPLICATED REVIEW CENTER IS THEIR IN-HOUSE REVIEWER! What makes them really furious is they were not able to put the leakage they got to good use. When the result was first computed and was not yet announced to the public, this school got a 100% passing rate. But when TEST5 and 15 questions were removed from the exams and the results was announced to the public, their passing rate dropped to 80+%. So who really benefited from the leakage? The nerve to even pass an injunction and invalidation of the oath to the Court of Appeals! I don’t think I want such CORRUPT NURSES to populate the PASSERS OF THE JUNE2006 NLE.

The witness who testified at the senate hearing I believe his name is Mr. Dennis Cesar Bautista is not even a passer!! The nerve to even say he passed when his name is not in the roster of passers. Check http://www.inq7.net/exam/index.htm What a liar!!! Filipinos had always been lousy losers in the past but this is one glaring example.

Did people stop to try and UNDERSTAND why BON and PRC are standing with us? Did people even know about this? No! They just go on and talk about something they obviously don’t know anything about! These BIGOTS just listen to what is fed to them and just duplicate their thinking. To all the people out there who are condemning our batch, SHAME ON YOU!

Why should I pay the price?
CTALK By Cito Beltran
The Philippine Star 09/01/2006

This is a true story of sacrifice and injustice.

It was a big sacrifice for Noli and his family.

For two years, Noli set out to do what two generations before him couldn’t afford or failed to achieve. A simple dream, a human right. It did not require much travel, nor was it about scaling Mt. Everest.

However, it meant somehow being indebted even if there was no expectation from his sponsor who committed to support his expenses for two years.

It meant not being able to help in the day to day chores of a family where an extra man and extra hands greatly eased his parents' burden.

And if that wasn’t hard enough he also had to give up on any gimmicks, outings, fiestas that his friends were going to. Given his disadvantage in life, he needed to focus on the goal.

Everyone in the small barangay knew about his good fortune in finding a sponsor, now everybody was watching if he would pass or fail. If he had what it took to reach the goal, to fulfill the dream.

For two years he trained, morning till night, daily he showed up resting only on Sunday to keep a promise to attend Sunday service. Soon enough the dream was more real. He actually had an on the job training.

For that he needed more money. He had to live in Manila for two months, work day and night and adjust to a culture so different from the life he knew in the province.

Inspired by actual work experience, Noli returned to the province to undergo in-house review. That meant asking for another P8,000 from his sponsor. But it would all be worth it once he graduated and that he did.

He wasn’t top of the class but it didn’t matter. Not to him, not to his sponsor, not to the whole barangay. He had a bigger hurdle ahead of him and everyone wanted to encourage him.

Noli was not immune to the envy of his younger brother and sisters who wonder if they will be lucky enough to pursue their dream. Nor could he spare himself the guilt that his brothers and sisters have to pick up the chores he should be doing.

He had to take the state exams. For this he would have to move back to Manila and ask his sponsor for another P25,000 for what they call critical review program. A month later would be the intensive interview training which would cost his parents and grandma P20,000.

It didn’t matter that his grandma was just a cook earning P3,000 or that his father was just a carpenter feeding 5 kids and a grandchild. Even his sponsor ignored the dent on his limited finances. Everyone was taking part in building the dream of the next generation.

Once the dream comes true, the next generation can now believe it can be done. That they can graduate from any course they set their hearts and minds to, that with the help of God and family they can now become licensed professionals.

Noli took the State tests. He passed. He passed the board exams for nursing of 2006.

Two years and more than two hundred thousand pesos later the state now denies him his dream. The state denies the dreams of his parents, his family, his sponsor, even his barangay.

It is claimed that there was a leakage in the exams, that there was cheating in the exams. Claims, claims, claims.

No one had yet been arrested, charged, found guilty. But the reckless, irresponsible, self-appointed guardians of society such as politicians, professionals, government officials, judges even media practitioners simply shoveled out their opinion.

Their hypocrisy and manure in the form of qualified opinion, totally disregarded the rights of the examinees. Suddenly they were all suspect, suddenly they were all probably unfit, suddenly they are now potential risks, questionable employee material.

Would the self righteous be as judgmental and irresponsible if their children were one of the examinees, would they be so quick to deny those who passed their right to take their oath if it were their life savings invested?

They still don’t know where the actual leakage took place. Was it at the PRC, at some review center, at the photo copy shop next to the exam centers, or was it at the exam center itself.

What crime really took place? Leaking, falsification of public document, cheating, murder adultery or just plain bull shit?

Who are the criminals. The leaker or the leakee? The examinees or the PRC, the review centers or the schools.

Who has more to lose and who should the justices be protecting: the rights of those whose future are at stake, whose reputations have been besmirched, whose family savings are depleted or the hypocrites merely protecting their professional status and interest in the guise of public health safety?

Because of SELFISH not SELFLESS interests, because of PARANOIA not PROFESSIONALISM, hundreds if not thousands of Nursing graduates, can’t take their oath, can’t get their license, can't get jobs, have no way of paying back the support they got for two years and a half.

What I see here is a class action suit against the PRC, the group of people who got a restraining order that prevents those who passed from getting their license, a defamation suit against senators, congressmen, even media for recklessly tarnishing their reputation.

The usual complaints would state . . . sleepless nights, anxiety, loss of income, not just wounded pride but DISHONOR from those who would call themselves HONORABLE.

I throw a challenge at all of you so-called honorable men and women . . . how dare you cite the words "Better to let ten guilty men go free than to condemn an innocent man" as you take away the death penalty and then judge innocent hard working students and condemn the labors of their parents and their families because "SOME, NOT ALL, CHEATED."

How dare you add insult to injury by demanding that everyone retake the exam!

Yes, adding insult because it would be easier and simpler to stage a retake than to follow the rules of Law, the very same laws you as Jurists and legislators base your accusations and presumptions upon. That sirs is what I call SIMPLETON LAZINESS!!!

You as public officials should be under judgment for pre-empting and not immediately conducting the established rules of investigation. Let the police, the NBI, the PRC, specially the Department of Justice earn its keep as keeper of the law and not as speaker for the cause.

Perhaps even those who claim to be wise men of the law should reflect not only on the provisions of law but intent tempered with just equity for all concerned and not who comes first to their salas.

As for me, I choose to keep faith with the youth, their dreams, and honor their sacrifice. I will continue to be a sponsor, I will continue to fight the good fight.

I shall also leak out a list of all government officials, professionals, and media who DISHORED the truly honorable. Maybe a few thousand votes less, a few thousand readers and viewers, a few hundred thousand pesos of losses will somehow make you realize the need to apologize to our children.

Nursing profession needs cure

Inquirer
Last updated 02:28am (Mla time) 09/05/2006
Published on page A12 of the September 5, 2006 issue of the Philippine Daily Inquirer

WEEKS have passed since the scandal broke out, but the issues and dilemmas hounding the nursing licensure exam appear to be still far from a final resolution.

Meanwhile, the innocent examinees, the real victims of this scam, continue to suffer. Most of the examinees are being deprived of their opportunity to find a job, earn and help support their families. And to think that they have debts to pay, debts incurred by their families for their schooling and review. The longer it takes to bring this scandal to closure, the more the examinees and their families suffer.

Some hospitals have already announced they will not hire the services of the passers of the tainted exam. Not a few examinees have been rejected even for volunteer work in hospitals. Again, these examinees are innocent. Why are they being persecuted for a crime they did not commit? Their only fault, if it is at all, was to be in the scene of the crime perpetrated by vultures in the nursing profession. They are indeed in a situation that cruelly makes victims of the innocent.

On the other hand, the owners of the review centers linked to the leakage remain unpunished. It's business as usual for them. They continue to rake in profit from would-be nurses and their families. All because the government is slow in its investigation and no charges have been filed against them. It wouldn't be a surprise if one of these days, they would manage to skip town and escape accountability.

The leakage scandal is not just a question of retake or no retake. It is more importantly a matter of justice and it calls for a serious reappraisal of the state of our nursing profession. Everybody wants out of this scandal with a sense that justice has been served to one and all. But the government's indecisiveness is causing the examinees the jobs they immediately need. Malacañang's initial hands-off policy only raised more eyebrows.

Yet, there are concrete options that government can immediately act on. It can, for example, suspend the operation of review centers that have been linked to the leakage; place on the watch list of the Bureau of Immigration the names of the owners of these review centers and the officials of the Philippine Regulation Commission/Board of Nursing and Philippine Nurses Association; and revoke the professional licenses of all the nurses involved in the leakage.

As to the suggestion to subject the nursing profession in the Philippines to a deeper diagnosis, this is definitely in order. The June 2006 nursing board exam leakage clearly showed that the country's state of nursing is sick.

I am one of the many Filipino nurses who fortunately was given the chance to work here in the UK.
Our first reaction, mostly, to this leakage scandal was "nakakahiya".

Filipino nurses are well-respected and well-trusted not just in Europe, but all over the globe. Now what would our patients think after knowing about this scandal? Yes, you can opt for a retake, but that could not easily wipe clean the already tainted reputation of our nursing system there. Some people might even think that this "leakage" thing has been going on for quite a while now.It has only come to light recently because someone was brave enough to tell the truth for the first time.

It will be unfair of course for those who are innocents, but in the name of the nursing profession, we need to make a few sacrifices for the benefit of all.Retaking the exams is one of these sacrifices.I think that is the best we can do for now to somehow "clean" our name.

Kung may dayaan sa nursing profession, I can't help but to think na siguro, mayroon ding dayaan sa ibang professions?Hmnnn...

LICENSE NA INAASAM ASAM NA NATIN BEFORE AND AFTER PA TAU NAGBOARD

I'm not from that school pero bininigyan ko rin ng justice yung kinalalagyan nila ngayon!!!

CONGRATULATIONS!!! It's raining license??? wooohh...!!!!(GRAB YOUR LICENSE) makukuha na rin natin yan...

OPTIONAL RETAKE!!!!
