Oathtaking for Nurses Postponed

The Professional Regulation Commission (PRC) today announced the postponement of the scheduled August 22, 2006 oathtaking of new nurses pending the resolution of the investigation being conducted by the National Bureau of Investigation on the alleged leakage of questions in the recently concluded nursing board exam.

The decision came after Eufemia Octaviano, board of nursing chairperson, met with the nursing deans of University of Sto. Tomas (UST), University of the East(UE), and University of the Philippines(UP).

Bakit UP, UE and UST lang? Ang daming nursing schools sa buong Pilipinas?Palakasan ba 'to?Pati sa complaints may pinipili na rin silang school to entertain?I think lahat may karapatang mag-lobby ng concerns nila.

PRC and BON are useless!!!! Cheaters have pass the board..... Congratulations to them....

Tutoo ba? Some students after graduating said "Review tayo sa GAPUZ dahil may leakage sila" this means noon pa ginagawa ni GAPUZ yan!!! GRABE!!!

why would prc postpone the oathtaking of all those who passed the recent nursing board exam just because ust, up and ue complained. are they the only schools in the phils. what about those in the visayas and mindanao. why make the examinees suffer when those who deserve to be punished are the 2 bon members who supposedly are implicated in the exam leakage.let the successful examinees take their oathtaking. peolpe in prc are also parents themselves who feel how it is to be one in sacrificing for their children to have a better future. let the oathtaking push thru so that we can work and help our families.

ACT AGAINST SUSPECTED CULPRITS ONLY

Sasabihin, puedeng nandaya rin yung iba--ang sagot doon, puede ring hindi nandaya, at kung walang proof to the contrary, they should be given the benefit of the doubt--that is elementary justice! Unjust na mag-suffer sila sa kasalanan ng iba gayong wala namang evidence against them ang deans ng UP, UE, at UST at fishing expedition lang ang gusto nila as far as non-Gapuz reviewees are concerned!!!

Indeed, action should be taken against apparent guilty parties only. Pinpoint the suspected beneficiaries of leakage based principally on enrollment records of Gapuz Review Center, then hold their oath taking and subject them to further investigation. There were so many other examinees nationwide who were clearly not involved in any way in the alleged shenanigans, why penalize them at all? Those who will be responsible for punishing the innocent successful examinees by withholding their oath-taking or requiring them to re-take the exam are in effect the ones CHEATING innocent parties and depriving them of what is rightfully theirs!

I have been following the leakage scandal since it was been publicized last June 15, 2006. At first, I could not believed because as what been told & explained, it is impossible for the BON to do such anomalous thing. But to make it short, it's real & it's happening. I should say that PRC made a mistake in releasing the nursing june board exam results when the investigation was still on-going. Maybe out of pressure from other entities. For those who "passed" the june '06 exam, do you think that the result of the exam was credible & acceptable to the eyes of the people & nursing profession in general? The BEST thing for the PRC to do is really to nullify the whole exam inorder to bring back the integrity of our exam. I know this is difficult but their is no other way. For those who passed, you have nothing to fear since you have already an edge. You have just to sealed your being an "RN" without blemish in the mind of the people. If we believe on our capacity, the rightful thing to do is to clear up the mess, proved it and that is to re-take once and for all. I hope we are all enlightened by this. Let us not be selfish and open our eyes. We are nurses after all, where is our critical thinking?

Thank you.

anyone in the know, could you please answer my querry? with all the things going on, i am thinking to plan ahead, because time is running out for all of us and i have to decide what i think is best. i have to move on with my life. i have to do something and i don't want to be a BUM for GOD knows until when this investigation ends.

i passed the june NLE with a 79% rating and applied for registration at the prc, but with all the fuss going on, and if the investigation will drag until the end of september or GOD knows when..
> can i apply for a job (in a hospital, of course) while waiting for the result of the investigation? i don't have the means to take cgfns at once so i have to earn a living in order for me to sustain my future exams like cgfns, nclex etc.
> if not, what are the consequences if i take again the NLE on dec?
a. if i will pass the dec. exam, can i use that rating in applying for a job and disregard my june rating?
b. what will happen if i fail the dec. exams?

thank you in advance. i want to be enlightened in these difficult and dark times of my life.

I support the action of our PRC & BON to postponed the OATH taking while investigation is still pending & waiting for NBI findings. Dapat kasi hindi pa talaga nag release ang PRC without all clearing the issues, doubts & anomalies. How could you reconcile the fact na may two (2) BON who have sanctioned due to their mischievous acts which the philippine nursing profession is now tarnished? Clearly, the EXAM is not believable anymore kahit ano pa sabihin. Why should we insist on it that the remedy was already done by crediting on 25 items sa Test 3 & in Test 5, deleting all? How sure are we of the damage/extent of cheating? Hindi lang sa Baguio nangyari but it's all over the country for what we know. We are now in a modern times. So dapat a concrete action should be given inorder that the nursing exam will be credible again. I go for re-take, once and for all!!!

to ANONYMOUS..in response to your comment "ACT AGAINST SUSPECTED CULPTRITS ONLY" ...do you honestly think that only those who reviewed in Gapuz are guilty of having a leakage?? and did it ever cross your mind that not everyone if not most Gapuz reviwees did not use any leakage but passed the exam because of their hard work?? I passed the local board without any leakage and i reviewed in Gapuz..do you think its fair for me to be subjected to such discrimination and be branded as "cheater"?? I am not guilty of anything same as you. And if you are saying na pdeng hindi nangdaya ang iba..then i agree with you pde talaga and that includes the Gapuz reviewees. So be fair...wag mo masyado i-down ang nag-review sa Gapuz..not everyone who reviewed there is guilty and not everyone who enrolled in a different review center is innocent of cheating.

Anonymous said...

UNG ASAWA KO NAG REVIEW SA GAPUZ and he failed.

"CURSE" HAHAHAH HALA

i failed the june nle 2006,and i am NOT favor for retake,ma-prove man na may leak or wala. di ko na kakayanin pa ang isa pang anxiety. what if i failed again? double dead ako, ganun?! may december pa naman eh. perhaps by that time stable na 'ko at prepared na ko emotionally and intellectually fit. ang mga ganitong klaseng bagay pinag-hahandaan ito at di 'yong sugod lng ng sugod.dalawang klase ng tao lng naman ang favor sa retake eh,yung iba na sinasabing nadaya sila at ang isa naman ay 'yong di matanggap na talagang bagsak sila. mag move on na tayo lahat.be a mature individual and rational on thinking and making a decision.

It is just too bad that while Gapuz reviewees did not initiate the alleged leakage, they became unfortunate victims of circumstances.

The reason is, the public just goes by available information, and that is, two board examiners and a review center are allegedly involved in nursing exam leakage, to the benefit of successful examinees from the review center. This information, if true, creates a disputable presumption, but a presumption nevertheless, against the successful examinees from the review center--and they cannot blame the public for that. They should blame the board examiners concerned and their review center for their present woes. If it was true that leakage was passed around by the review center, it is reasonable to assume that all reviewees present were attentive enough during that time and got the leakage.

Which is why the primariy responsibility for any leakage that may come about should rest on the board examiners and review centers. They are the ones that can make leakage possible, not the reviewees or examinees.

On the other hand, it appears there is no valid evidence presented against the remaining board examiners and other examinees. It seems any accusation against them is speculative or unfounded allegation.

Under the circumstances, it is understandable to subject the alleged involved board examiners, review center, and the successful examinees from the review center to further investigation, which will give all of them the opportunity to clear their names if they are indeed innocent. It will be tantamount to condoning cheating in licensure examinations if successsful examinees from the review center are allowed to take their oath as if nothing happened that seems to involve them.

In the case of other successful examinees for which no valid evidence is presented to prove cheating on their part, it should be understandable likewise if they are allowed to take their oath. Why should they suffer for what others did? If some of us are saying with conviction that not all of Gapuz reviewees cheated, how much more in the case of non-Gapuz reviewees, who were not in a position to receive the leakage from the Gapuz review center?

I SALUTE UST,UP& UE for their courageous stand regarding releasing of June '06 NLE exam without settling first the issue regarding the leakage. While I don't blame the other schools for being "silent" of the issues but they should speak just like this 3 schools did. If you read the statement of UST last July 23 in Phil. Sunday Daily Inquirer they have the point. In my opinion, the TWO(2)BON, RAY GAPUZ & HIS REVIEW CENTER, CORDERO, etc. should be dealt with just punishment applicable to law inorder that will feel the disgrace they have done to the nursing profession.

This controversy is truthfully unfortunate not only for those who honestly took the recent June 2006 NLE but also for the rest of the local registered nurses who have been likewise forever hardpressed in securing their good professional reputations. I also believe in karma and it will come for those who were unfair. The reality of retaking the exam would be a bitter pill to take for the majority and it would be justified for the BON to have an audience with the different representatives of all the recognized nursing schools to facilitate a more acceptable resolution of this unforgivable mess. I supposed this will definitely affect one way or the other the chances of the local RNs in their job applications outside the country. It will take a long time for all to recover from this unwise and unprofessional conduct. We just to move on and take the necessary steps. The guilty will be punished-you reap what you sow. It may not come in this lifetime but it will surely be hell beyond.

Anonymous said...

Laws of democratic countries, including ours, are designed in such a way that if the guilty party cannot be identified, we would rather have it that the guilty escape than the innocent punished.

In the June 2006 nursing exam, the parties allegedly involved in the leakage--both the promoters and the beneficiaries--can be identified. Therefore, they should be identified, investigated to ferret out the truth, and acted upon depending on what is the truth.

On the other hand, let not injustice be committed on thousands of other successful examinees who had no hand whatsoever in the leakage. Let not thousands of them suffer from government INCOMPETENCE or INABILITY to punish the guilty and spare the innocent. Even just one or few individuals are important. Hundreds are killed and maimed in Lebanon on both the sides of Israel and their enemies just for the sake of three Israeli soldiers captured by their enemies. Why should we treat the rights of thousands of other innocent successful examinees so lightly by having them re-take the exam and prolong their agony?

Okay, ask all of them to re-take the exam. Have we thought of the implications? It means an implied admission of complete failure to conduct honest and credible nursing licensure exams not only in June 2006 but also in years before 2006--except that cheating in past exams were not detected precisely because of our utter incompetence as a nation!!! It means casting doubts on all existing licenses of Filipino nurses--including those of the deans of UP, UE, UST, and members of the Board of Nursing. It means casting doubts on all existing licenses of all professionals--not just of nurses--whose licensure exams were administered by our country's Professional Regulations Commission!

Nobody is forcing us to commit harakiri--so why should we?

sa mga nag-leakage imbes na magalit sa kanila i understand them kung bakit nila nagawa yun.naging estudyante din ako and i know the feeling. minsan sa buhay ko bilang isang estudyante nag-aral ako at nag-cheat, nangopya ako at nagpakopya, nakakuha ng highest score at minsan bumagsak,at nakinabang sa sagot ng katabi at pinakinabangan ng cheat mate. iisa lng naman ang aim nating lahat at yun ay pumasa.wag na tayong magplastikan pa kung ikaw ang nakakuha ng leakage malamang na gamitin mo rin yon, tamaan ka na ng kidlat 'pag sinabi mong di gagamitin ang leakage na 'to. sino bang studyante ang di dumaan minsan sa buhay nya na nag-cheat..cmon' even our own president did.sa mundo ng realidad di lang sapat yung lumalaban ka ng patas, ang mahalaga ay yung alam mo kung paano mabuhay.. kung pano mag-survive.instead na magturuan tayo ng dungis ng isa't-isa,mag-move on na tayo. at imbes na i-curse natin yung mga nagleakage, let's hope for them and ask na sana ay gamitin nla ang lisensyang pinagkatiwala sa knila sa kabutihan at wag sa kasamaan.after all at the end of this we are all Nurses...

Anonymous said...

Exactly, which is why the blame should fall squarely on the board examiners. It is their mandate, and they are paid, to protect and ensure the integrity of the nursing licensure examinations, and they violated their oath of service.

The examinees are not paid to protect and ensure the integrity of government exams, and if they are given leakage and they took that opportunity to benefit from the leakage, the most that can be done against them is to ask them to re-take the exam--in fairness to their future patients who do not deserve the services of unqualified nurses who passed only because of leakage. Criminnal liability should not be imputed to them.

Kasi para namang pinapatunayan nyo na as a Filipino may pagka-crab mentality kayo. Kasi kahit pasado kayo sa Local Board if you failed to pass the NCLEX, wala ding mangyayari. Still you can't move-on. So, tigilan n'yo n ang pagrereklamo & pagiging HOT about this issue. Coz I believe dun sa 17,821 na pumasa, ilan lang kaya ang tumanggap ng leakage kung meron man. Sabi sa news ay 82% doctors ang pumasa. And we know for a fact na magagaling talaga sila. Wag n'yo pairalin ang INGGIT kasi MASAMA yan. Stay calm there is still HOPE for everybody. OK? Kaya ituloy na OATHTAKING coz we deserve it kasi WALA naman kaming leakage.

I don't think postponing the oathtaking is a good idea...come to think of it,whatever comes out of the investigation, PRC can revoke the licenses of those who are guilty...it is not fair to suspend the lives of those who passed just because the investigation is taking centuries...retake???how can we be sure that for a short time preparing for the retake they will be able to come out of a leakage proof exam...people are prone to temptation and it could happen again...if hospitals are concern of the capabilities of those applicants who passed the june 2006 board exam then give entrance exams, scrutinize the transcript, etc...there are a lot of ways to make sure they are hiring quality nurses...and I don't think other countries will be very much affected on this, after all those CHEATERS may not make it to the CGFNS and NCLEX...the truth will still come out...and for those CHEATERS who passed the exam it will take a lifetime for them to get over the fact that everytime they look at their licenses they will keep asking themselves..AM I REALLY WORTH IT?AM I REALLY WORTHY TO BE A NURSE? WHAT IF I DID NOT CHEAT? WHAT ARE MY REAL CAPABILITIES? and lastly, passing the exam with a leakage and without a leakage makes a big difference in the NURSES self confidence....confidence will never be the same for both passers..just like the feeling passing the exam or quizzes in school cheating or not cheating...
GOODLUCK TO ALL OF US...

I think it's best if the oathtaking will push through. I believe the majority of those who passed did not benefit from the alleged leak, so why subject them to this punishment? If they continue to postpone the oathtaking, the careers of those who passed are also put on hold. As for those who are involved in the anomaly, I hope that if they are RN's their licenses will be revoked since they have done a great disservice to the nursing profession here in the Philippines. Nurse students look up to these people as role models who look after the integrity of the profession and if it will be proven that they had a hand in the anomaly, then they should be "banished" from nursing forever!

after reading some of the comments.... Review centers (Nursing) have only one sole purpose here... is to let the student pass the local board exam by what ever cause it takes... But it doesnt mean it's correct for them to have a leakage of the exam.... What makes a competent nurse is the responsibility of the school not the review center..... So I'm pointing here is that if the school is a qualified school or well accreditaed by the CHED who needs to review them for the local board exam..... The thing here.... One must point not the end of the road rather where it satarted... who made the exam? the Board of Nurses....First, are they qualified.... i mean yes they are a RN but do they know how to write a question..... do they cover all the fields of nursing or just create questions out of their imagination..... Second, are their questions valid, i mean do they really check the competency of a nurse or just let the test takers more confuse.... are they updated? third to whom thus the BON give the exam? To the PRC staff? Who mighty be the one who leak the exam...... I know a review center that even invited a PRC staff to hongkong for what reason I don't know... but it made me think.... And why are exaniners or the one that always pray made a book a week before the xamination... and question are picted there... is that one form of leakage? Review center even posed a 98% passing rate just to attract students but again they are not.... "Sabi nga nila 40 plus % lng Hehehehe".... UST is the best school for me.... so you guess i'm a thomasian by now.... we have qualified lecturers... so it really amazed me on what happen to the result and another thomasian is in possible in fault..... I suggest for the NBI to look why did the BON leak the exam is it they are paid or someone whou put them in position is asking back the favor.......... 09154651416 to comment to me

At kung dati na yan, it implies that it also happened during the years when the complaining nursing deans of UP, UE, and UST took their exams.

So kung fairness ang sinasabi nila at gusto nilang mag-retake pati yung HINDI NANDAYA ng 2006, di magre-take na lang LAHAT--pati yung pumasa nung PRIOR YEARS dahil understood nga na may dayaan din nun, kaya lang di nahuli. Kaya sa re-take, dapat kasali yung mga deans ng UP, UE, UST, at iba pa--o di ba?

In other words, let's apply the EQUAL MISERY FORMULA--lahat magdusa, hindi yun lang pumasa ng 2006 dahil UNFAIR sa kanila kung sa ibang review centers sila nag-review, yet they will also be treated like CHEATERS and asked to re-take the exam.

NO TO RETAKE OF THE JUNE 2006 EXAM!!!!

Anonymous said...

I think we're acting like spoiled brat here. Let's be focus on the issues, which is the June '06 NLE leakage. Hindi yung pati past hinahalungkat pa natin. We couldn't even solve the present scenarios yet were talking about the past cheating (if there is really).

Its hard to prove those time kung meron man. Ang importante sa ngayon because this is a massive cheating, gets nyo ko? Well, I respect all your opionions whether passed ka man or not. I know each one of us have personal agenda that is to protect our own self, di ba? This is a human reaction which is understandable. We are all guilty of this. But lets be focus on what really the issue is. Before the release happened, the leakage was already detected and in fact two (2) BON were sanctioned.

So What does it implies? the June '06 EXAM was already tainted because we dont really know if only Part 3 & 5 been leaked. How about the Part 1,2 & 4? So its clear na hindi na talaga reliable ang result natin. Kaya lang PRC made a mistake na kahit on-going pa ang investigation inilabas pa rin.Let's forgive them. Have you not thought that their might be influential people pressured this PRC to released in order that we (takers)all be silent? But the've wrong.Because until now it did not solved the problem. For those who "honestly" passed I salute you but dont deprived those who have not pass to fight for their right. What if you are on their side?

to all of you who continue to resent on the results, issues, and other useless grievances, i understand how u feel regarding the events that happened last examination. we should focus on the are in which the root of the leak came from not debate on a re-take option. i'd like to suggest that we should file appropriate charges to the said leakers in the BON itself. we should not let the greater majority in the provincial areas to suffer at the expense of those assholes.if re-take would take place, who will pay for the expenses? the shame that was brought upon. to the deans who are grandstanding in the issue, you are proven sourgraping bitches! if your schoold didn't make it well and can't accept the reality, live with it. lumalki na ksai yung mga ulo ng mga taga manila. kala kasi nila sila na ang magagaling! i rily admire their education system but somtimes you can't please everybody. i am very frustrated in my profession with this kind of issues. i have no grudges in any school or whatsover. ihope this altercations be settled as soon as possible.

Think about this.. Those cheaters have 100% - NO CHANCE of passing the NCLEX anyway. They'll stay where they are perpetually. And if they do got the chance of coming in the US, I am very sure they will not pass the NCLEX. It is an indirect punishment for them. A huge NO for RETAKE!

just wondering why are we dwelling so much on the issue of retake and making all of us disunited?

we should be directing all our efforts on the real culprits and not to us, the victims. we are already being punished without the benefit of doubt.

how about those greedy people who are the root causes of all these mess? they are washing their hands (maybe they have perfected hand washing one thousand times!) on the issue and before we know it, they might be one of those who are putting the blame on us, the victims.

who knows, they themselves are laughing at us for being disunited, for fighting each other so that the camera will not focus on them.

who knows they themselves are also advocating the retake issue in order to divide us (divide and rule).

lest these people are charged in court and punished, this issue of leakage will still continue for it is a common knowledge that leakage is practiced since GOD knows when.

just like what the prc once said "leakage is a thing of the past" thus admitting the fact that leakage was existing in the past!

again I reiterate.. HAD THESE (LEAKAGE) THINGS CORRECTED IN THE PAST, WE SHOULD HAVE NOT BEEN SUFFERING THESE TRAUMA NOW...

O.k this time a student from the province(USANT) has the chance to make it available in the net to everyone the urgent plea for the confirmation of oathtaking for newly passed nurses, a couple of months, this August 22. I know we passers firmly hold the belief that we have also something to show to the world not just for the sake of winning the supplications we had for almighty and be a member of a highly regarded caring professionals, despite of confounding controversies yet, we surmounted the initial pace of trials. thanks for giving justice to those who are just and still trying to uphold to give what is due behind such inorder to maintain the-"pride"- of filipino nurses, though it has bruised some of its finest and purest features among other nationalities. Let us rise from this and prove that our batch is not tainted by this. PRC, thanks...june 2006 is GREAT!!! Jowdic Malcxs...

to june '06 passer let us prove that we are the best batch of rn's that phils had produced.

If PRC will meet with nursing deans, it should also meet with representsatives of exam passers who will be directly and adversely affected by a decision to have a re-take of the exam.

But why talk of re-take at all when cheating has been localized in Baguio and with Gapuz reviewees. Let them be subjected to investigation--that's called for under the circumtances--but those who honestly studied and toiled to pass the exam, those who took it in other parts of the country and against whom there was no evidence of cheating presented, just the reckless imputation that they also cheated, which is unfair, should not be victimized by what the two examiners and Gapuz Review Center allegedly did. They should be allowed to take their oath. PRC will do injustice to them if they will be asked to do a re-take because of what others did. Moreover, that will mean admission on the part of the government that it wantonly failed to protect the integrity of the exam on a nationwide basis, for which innocent passers will suffer, and for which even the integrity of our future licensure exams will still be in doubt!

IF THE GOVERNMENT WILL IMPLIEDLY ADMIT TOTAL FAILURE OF THE PASS EXAM, WHO WILL READILY BELIEVE ABROAD that at the strike of a wand it can correct it 100% the next time around?

Those who passed but want to re-take the exam, there is ABSOLUTELY NO PROBLEM for you. You can waive your passing and then re-take the exam at your own volition, nobody is stopping you, and there is no law that will stop you from doing so. But you know the truth, if you studied hard and you passed, you know you have nothing to apologize for, or nothing more to prove. You know you can face anyone and not be ashamed of anything--unless of course if you know deep in your heart that you passed or made the top ranks only because you benefited from the leakage!!!

As for the acceptability of the June 2006 passers in the US and elsewhere, we are kidding ourselves if we think that passing our licensure exam is their main criterion for hiring. Precisely, there is NCLEX because they have their own way of determining who meet their standards and who do not. Precisely, that is why they look at transcipt of records which will more or less show what kind of students the passers were.

So, investigate those suspected of being involved in leakage, but give the benefit of the doubt to others and allow them to take their oath. As for passers who want a re-take, let them do a re-take at their own free will, or at the prodding of their guilty conscience--but leave innocent passers be.

And depensa ng Gapuz,di nila alam na leakage yun.pwede ba yun???ano akala nila, tissue paper yun para sa kanilang dear "examinees"??they don't know???whoa are they kidding??as if the two members of the BON did not not went on a EUropean Tour at their expense!!!

Its so unfair really, those 115 questions could have have done wonders to those who failed, and in fact they may have passed the june boards.what if they've done well in those 115 questions?

Pips..may meeting pala ang PRC, BON, etc with the deans all over the contry..which is scheduled daw on Aug 15..lets's just wait and see...ano kaya mangyayari. I hope ano man maging decision nila..let's respect it..dahil sila ang mas nakakaalam ng kung ano ang dapat..I know most of them are also parents, kaya alam nila rin ang nararamdaman ng mga parents natin dahil sa issue and they are all experts in this field, kaya abangan na lang natin ang decision nila..Sa mga nanggugulo..lalo na yung mga bumagsak na gusto ng retake..alam nyo mga capacity nyo people..di naman sa dina-down ko yung iba..kaya lang yung iba kasi di pa rin matanggap at nakikigulo pa..Kung may na-leak man..konting items lang yun mga pre..makuha mo man ng perfect ang na-leak..kung below 60% ka sa sa ibang part..bagsak ka pa rin. Kaya nga pati anak ng may-ari ng isang school na sinasabing involved sa leakage ay bagsak din eh..kasi, talagang di sya karapat-dapat..kahit yung mga friends ko na galing sa school nila..talagang sinasabi naman na deserving naman daw bumagsak yun...kaya naniniwala pa rin ako sa kakayahan ng PRC at BON in checking the exams..so no need for retake..dapat lang ay maging transparent sila sa media..na ipakita nila sa lahat kung paano nila ginawa ang checking..para lahat ay maliwanagan...nang di naman maikabit sa aming mga pumasa ang stigma na kami ay nag-cheat...for those who have nursing agencies abroad..i do hope that you still get nurses from the Philippines..I can proudly say without fear and doubt..that all those who passed this june 2006 exam were all deserving people..Di naman siguro ilalabas ng PRC yan kung alam nilang alanganin pa...at pinag-aralan talaga nila mabuti yan with the help of statistician..Kaya sana..matuloy na oath taking..

PRc,BON, we already found out the so-called villains of the nurse's licensure this june 2006, but why still persistently withold for the date for our oathtaking, you know this is just the year when cheaters were revealed and became controversial, therefore this is the only time to give what is due to them, unlike those of the pasts were suapicions, surmises are mere of bullets in proving that the examinations were leaksge free. Now we are blessed to cleanse the bruises and more clear to see that we we passers have to undergo oathtaking this August 22.In other words, cheaters deserve what they are due, and we, who passed it honestly and divinely should make it without further question and halt from those who have this "crab" but instead we move on. As the issue is going farther much doubt is expected from other unscrupulous beings!Because we can't take it because we don't deserve to have retake, just by minute percentage of people who gained the leakage. And lastly, if you would argue on matters of leakage then try to prove that all of them really had passed the examination to say that they they indeed passed due to deception, because what is the problem of those if they had it, but once and for all a "fiasco," not being braggart but that's true; hence,no matter if you have a leakage or not, or even "best" if you made wholeheartedly and sincerely, you will gain it in God's providence. Let us not be Leakage-minded, to coin a new word, (forgive me Mr. Webster my idol).that once you have a leakage you will surely pass, or that you are brainy you are to make it. Remember, the excerpt, that in every undertaking, it is determined by the " size of your faith and not by the size of your brain." ( to add more or bythe size of your leakage), Let us shout in the name of God that justice is for us to realize, that there is a culprit and a victim. It is never justice if all are made to be culprits! What do you say? June 2006 NLE passers are shouting now even more for an oathtaking and an honorable regard, Thank you... Jowdic Malcxs...

WE PASSED THE EXAM THRU HONEST MEANS AND THOSE WHO CHEATED WERE ALREDY ELIMINATED WITH THE EXCEPTION OF THE FAT LADY FROM BAGUIO WHO HERSELF CLAIMED THAT SHA GOT HOLD OF THE COPY OF THE LEAKED QUESTIONS.F THERE IS ONE PERSON WHO NEEDS A RETAKE, IT SHOULD BE THAT FAT LADY FROM BAGUIO BECAUSE SHE ADMITTED SHE GOT HOLD OF A COPY OF THOSE TEST QUESTIONS ALLEGEDLY CONSIDERED BY HER ANDF HER LAWYER AS LEAKAGE. WHAT WOULD HAPPEN TO THE JUSTICE SYSTEM , THE PRC, AND BON IF THEY WOULD BASE THEIR DECISION ON ONLY ONE FAT PERSON AND PUT THE ENTIRE 1700 PLUS UNDER HER MERCY.

Anonymous said...

SO, KUMUHA RIN SILA NG RE-TAKE AT PATUNAYAN NILANG PUMASA SILA DI DAHIL SA CHEATING NUNG TIME NILA !!!

What I don't understand is, why implicate Cordero? His nursing school had a very humiliating 33% passing rate! And sa nurse medics, I heard 20 out of 80 doctors failed the exam!

I think he just wanted to save the "image" of the Philippines because he was lobbying for the country to be a testing center nga for NCLEX. Pakialamero lang kasi masyado si Cordero. Mapapel.

Anonymous said...

Mas mabuti pa siguro na man hour or certificate of experience sa isang reliable company or hospital ang pagbabasihan. Doon magkakaroon sila ng service record, grades at iba ibang evaluation na i-su-submit ng company sa school or sa PRC o kaya sa ministry of education. Then kukuha sila ng license na parang Drivers licence na may code 1,2,3,4 and so on habang nagkakaroon sila ng experience. Dito siguro mahina or maaaring kaunti ang corruption.

Anonymous said...

Anonymous said...

Anonymous said...

Anonymous said...

haller! bakit ngayon lang nagreklamo ang UP, UST and UE? matagal ng nagrereklamo SLU, Baguio... sana kasi, nakisali kayo noong nagrarally kami bago pa lumabas ang result. Bakit, kung wala kaming pinasabog na balita, malalaman ba ng UP, UST, and UE? Unfair talaga iyong mga cheaters pero hwag ninyong idamay ang mga deserving na katulad ko! no leakage but I passed!!!

Anonymous said...

Anonymous said...

WAG KAYO MASYADO MAKASARILI, KUNG PASA MAN KAYO EH DI MAGALING. PERO RETAKE PA RIN DAPAT. MAY BAHID NA PANDARAYA ANG NLE AT DAPAT HINDI PABAYAAN.

PATALSIKIN ANG PNA PRESIDENT AT SANA MAKULONG SIYA KASAMA NG DALAWANG BONS AT MGA TAGA PRC NA SANGKOT.

At SANA WAG NA DITO ANG NCLEX DAHIL TIYAK NA KUKURAKUTIN NA NAMAN NILA. SILA ANG BAHALA TAYO ANG KAWAWA.. WTF..

(Example lang ito)

ok ok.. dun s tga saudi, religion is very different from NLE. appeal to emotion na ang mangyayari nyan. better take this issue logically and literally. MAY LEAKAGE, RETAKE. religion itself is a political tactic. feeling nyo ba you purify us pag religion ang ipinagpapapasok nyo?! HINDI. LALO LANG DUMADAMI ANG ANG MGA OPPURTUNISTIC INFECTIONS SA LIPUNAN. AT GINAGAMIT NIlA ANG RELIGION, PAKIKISAMA AT pAgiginG mAkABAYANG FILIPINO BUT BEHIND ALL OF THAT THEY HAVE THEIR OWN HIDDEN AGENDA. AT DAHIL NAWALA ANG TEST 3 at 5 MATATAWAG PA AUN NA BOARD EXAM? ANU BA ANG PINAG AARALAN NATIN? DAPAT HOLISTIC APPROACH. PANO UNG MAGAGALING TLGA DUN SA MGA TEST QUESTIONS NA TINANGGAL? I PASSED THE BOARD EXAM PERO I WANT A RETAKE. MASYADO KAYONG SELFISH. PORKE PUMASA NA KAYO AKALA NYO ANG GAGALING NYO. SABIHIN NATIN NA NAKATSAMBA AKO, OK FINE, LETS HAVE A RETAKE. BASTA RETAKE, AT KUNG BUMAGsak MAN AKO EH ILL ACCEPT IT AT LEAST I GAVE A FAIR FIGHT.

KUNG TALAGANG BILIB KAYO SA SARILI NYO, YOU HAVE NO DOUBTS OF FAILING AND YOU BELIEVE THAT YOU REALLY MADE IT AND YOU ARE CONFIDENT NA pASAdo TALAGA KAYO THEN LETS HAvE A RETAKE.

Doctors are the ones responsible for treating patients, not nurses. Nurses just execute doctors' instructions. Tetestengin ka muna while under probation. If you don't perform well, you will be fired--that is the second rigid test, the natural selection process, after passing the exam. Only if you perform well will you be made permanent and given higher responsibility. Even in the States, may short course graduates na ang trabaho ay attendant na hawig din sa nurse pero hindi nurse. Meaning, hindi naman ganun ka-imposible ang trabaho.

Moreover, the exam oftentimes is geared to know what the examinees do not know, not the important things they know that are not asked! If they pass in most of the subjects, it suggests that they may pass the other excluded subjects or questions. Halimbawa, pagkuha ng blood pressure, pag-injection, patience and dedication to their job, compassion to patients, professionalism, industriousness, etc.

Dapat, yung may kasalanan, parusahan. Yung inosente, huwag. Sa ibang board exam, even during the heyday of their school, while their summa cum laude topped the board (first placer), I know of four cum laudes and one magna cum laude who all failed. So, talagang para sa innocent and deserving passers, re-take is unwarranted punishment. They will not understand the injustice unless they become its victim! They will not even realize that they are the ones inflicting injustice by unjustly imposing their will even upon innocent passers--including their own students who passed--instead of helping them and protecting them from their own injustice!!!

IF THE NURSING DEANS ARE INNOCENT, THEIR STUDENTS WHO PASSED ARE ALSO INNOCENT, SO THEY SHOULD FIGHT FOR THE RIGHTS OF THEIR OWN INNOCENT STUDENTS. THE DEANS SHOULD NOT PUNISH THEIR STUDENTS THROUIGH ASKING ALL, INCLUDING THEM, TO DO A RE-TAKE EVEN IF THEY KNOW FULLY WELL THAT THEIR STUDENTS DID NOT CHEAT. WHAT KIND OF DEANS ARE THEY WHO DO NOT PROTECT THEIR OWN INNOCENT STUDENTS WHOSE TUITION FEES PAID FOR THEIR PAST SALARIES? There is a term for them, but the blog administrator may delete these comments if I say it here...

Anonymous said...

They do not deserve your tuition fees!

Doctors are the ones responsible for treating patients, not nurses. Nurses just execute doctors' instructions.

BTW, US will be needing 800k nurses by 2020. pampaluwag loob. though they have 115k who want to become nurses eh nde pede. walang gustong magturo ng nursing sa US dahil mababa ata ang sweldo. so kuha pa rin sila sa pinas. the bad news eh kalaban naman natin ang china at us is hiring nurses from africa. mas mababa kasi ang pinapasweldo nila pag africans and chinese[from china not in PH]

ISA LANG TALAGA ANG HILING KO. MAPARUsAHAN LAHAT LALO NA ANG PNA PRESIDENT. I BELIEVE HE IS THE ONE WHO PROVOKED THE BONs TO GIVE OUT THE LEAKAGE. MAY SARILING SCHOOL OF NURSING, MAY REVIEW CENTER FOR NURSES AT MAY ANAK PA NA KUKUHA DIN NG NURSING EXAM nung june 2006. NAGYAYA PA NG VACATION SA SWITZERLAND. TSK TSK.. HINAYUPAK KANG DEMONYO KA. KAGATIN KA SANA NG SUSO.

AT HINDI LANG HALOS VIOLATION NG HUMAN RIGHTS YAN. VIOLATION NA TALAGA, ABUSE OF AUTHORITY PA sA MGA NASA POSISYON.

I am not looking down on nurses. I have a family member who is a nurse now in the US. Their work is noble, but what I am saying is just because some test questions were excluded in the reckoning, it does not mean that the competence of passing nurses is gone or totally in doubt, so that they have to do a retake.

Yung deretso sa operating room, that is an exception rather than the rule. Either impressive ang credential ng tinukoy mo, including transcript of records, o kaunti ang nurses ng hospital at it is taking chances on its new hires.

Pero lalu na sa talagang magaling even in college at kayang pumasa out of their honest toil, pero malas na dun sa now tainted review centers nag-enroll. They are the worst victims of the promoters of leakage. Yung mga promoters both in BoN at review centers, dapat parusahan. Extra effort should be taken to avoid doing them injustice.

By not simply zeroing in on the CULPRITS in BoN and review centers involved together with their unfortunate reviewees, and talking as if there was a TOTAL BREAKDOWN OF THE EXAM, the nursing deans and their ilk have done a great disservice to their profession and have cast doubts not only on the 2006 passers but also on previous passers, including themselves. The conclusion derived by many is that leakages have been going on even in the past--and that is detrimental to the entire profession, not just to the 2006 passers. WHY NOT SEEK JUSTICE WITHOUT DOING INJUSTICE TO INNOCENT PASSERS? Is that too much to ask from some of the supposed pillrs of the nursing profession?

Anonymous said...

He! He! kaya bagsak pa rin...

I think it is beter to retake the board exams to clear everything... para mawala na ang stigma sa mga nurses natin sa Pinas... Aside from that sa mga nagtake ng board exams ngayon what kinatatakot niyo... kung talagang karapatdapat kayo pumasa dapat di kayo takot magretake... Wag lang sarili isipin niyo... Think of those nurses before na ngayon ay natatakot din na di na makapagbaroad dahil sa naging image ng Filipino Nurses internationally....

Kung parurusahan yung nagkasala, iyan ay tama.

For those who did not pass, it's not the end of the world. Leave the past behind and concentrate in the future. That was the advice to me by a fellow examinee years ago. That was the first day of our three-day board exam. We were having lunch and I was terribly downhearted because the past morning exam was so difficult and I thought I would not make it. But my fellow examinee told me to forget it and concentrate on the next subjects. That's exactly what I did and, with God's help, I passed.

Those who did not pass, make a strong determination to succeed next time. IF YOU ARE NOT AS BRIGHT AS OTHERS, THE SOLUTION IS TO SPEND MORE TIME STUDYING. With God's help, you can do it. And whatever you do, love it.

Kasi this will surely give them a second chance around at baka makapasa.

This time patunayan na ninyo na papasa kayo di ba Pare, Mare.

I SUGGEST NA MANAHIMIK NA ANG MGA FLUNKERS AT THIS TIME PREPARE YOUR SELF THE DECEMBER NURSING EXAM AT BAKA PUMASOK PA KAYO SA TOP NOTCHER. MAHABA-HABA RIN REVIEW ITO AT I'M SURE PAPASA NA KAYO KASI IYONG NA-REVIEW NYO DATI PLUS IYONG REVIEW NYO NGAYONG DARATING DI BA? BE WISED AND DON'T SPEND YOUR TIME ABOUT THOSE WHO PASSED THE NURSING EXAM, LET THEM GO AT SIGURADO MAGKAKASAMA RIN KAYO SA T RABAHO IN THE FUTURE.

NEXT DEC? NEXT JUNE? PANO KUNG MALI NA NAMAN? PAPALUSUTIN NA NAMAN? TAKE THIS ONE SERIOUSLY.. KAYA NANG AABUSO ANG MGA HINAYUPAK NA MGA NASA POSISYON KASI "LAGI NA LANG NANANAHIMIK ANG MGA TAO." HINDI NAMIN DINADOWN ANG FILIPINO, BAGKUS AY ITINATAAS PA NGA NAMIN DAHIL AYAW NAMING MAGKASTIGMA SA BATCH 2006. KAYAT HANGGAT MAARI AY ULITIN ANG EXAM AT TALAGANG MALALAMAN KUNG SINO ANG PASADO. NO EDITTING OF EXaMS.

10. PRIDE KILLs A MAN?

11. now lets see WHO PINOYs REALLY ARE. PAG NAKApASA SILA mANG IIWAN nA SA ERE. WALA NG PAKIALAM SA IBA KASI ASENSO SILA. YAN BA ANG PINOY HA? PURO sARILI ANG INIISIP. SELFISH. MAKASARILI ANG PINOY.

12. HARAPAN ANG PANDARayANG ITO! KUNG sAKALING HINDI nALAMAN NG PUBLIKO AY BAKA NAKALUSOT PA SUBALIT NABUNYAG EH. KUNG PAPALUSUTIN MO LANG ITO PARA HINDI mABAhIRAN ANG IMAge NG PINAS NAgkAKAMALI KA. GUSTO NYO PA DITO ANG NCLEX. OO, MALAPIT BUT BEHIND ALL ThAT IS A HIDDEN AGENDA. PAG MAY KAPIT KA SA MAY POSISYON MADALI LANG MAKAPAS. -AKO mAN AY MAY HIDDEN AGENDA, GUStO KO NG RETAKE PARA MALAMAN TALAGA KUNG SINO ANG DESERVING. I PASSED THE NLE WITH A SCORE OF 79%. BAKIT KO GUSTO NG RETAKE? PARA mAlAmAN talAga KUNG SINO ANG KAPATDAPAT BESIDES NAKATAYA DIN DITO ANG LISENSYA KO. KUNG sakALing BUMAGsK AKO EH DI REVOKE. I BELIEVE IN MYSELF>

13. AT SA MGA NAGSASABING MANAHIMIK NA ANG BUMAGSAK AT BETTER LUCK NEXT TIME, ANG GAGALING NYO. SANA AY MAGING HUWARANG NURSES KAYO. KUNG ANU ANg puno YUN ANG BUNGA. KUNG MAHINA ANG PUNDASYON NG BAHAY HINDI MAG LALAON AY BABAGSAK AT MASISIRA DIN ITO. SA MGA TAONG FEEL NA FEEL ANG KALINUHAN NILA AT SINASABING DESERVING TALAGA SILA NA PUMASA. OK.

Baka sakaling makalusot sila.

Anonymous said...

Anonymous said...

Therefore, it's intriguing the most Nursing schools in the country who are wanting to rise legitimately, even the provincial nursing schools have to prove. This is not to brag, after all everyone has to get heard and be rid of self-interest and remain unaffected of those cheaters so to speak). What measure are you trying to show to public(nationally, and internationally)? The PRC is trying to maintain the integrity of the examination, despite of the previous allegations and reported leakage in the previous years, that is why they arrived to a conclusion that let it be done statistically treating the leaked portions of the tests got the least or even more nulled. They had laid down the the examinees' answer sheets, I believe, to consider if cheaters will pass and strained them to the best of human ability with the aid of technology. Therefore, there is no such fairly justifiable, and divinely measure that manpower could bring into credibility by not sacrificing the majority who did not benefit from the leaks. If UST,and other members of doubtful group/s must continue to take disproving actions halting the progress of the newly passed nurses if for the sake of the profession making these issues caught them confined and found guilty of their own falsehood; you must think of that to rise if not to maintain the reputation of your school and the what you called-leagues. If the June 2006 NLE passers have to retake, you have denied justice to most, the "majority" Afterall we have identified the sole culprits, despite denial. It is so unfortunate to say that we have nothing to do that it happened, and blame the officials of the country about the full-time history of leakages in the philippine examination that we would like to uphold its integrity, let us welcome such limitations that sometimes we're not in control of cheaters, persons with "crab mentality"just like what's happening right now in our country with unending impeachment complaints. Instead promise to ourselves behind all those things not to happen again and again... Retaking the examination with the leaked portions is just the same as to retaking the whole examination, remember it is easy for you to say that to repeat, but,it is ultimately hard for the ones who will have it- physically, emotionally, and even spiritually especailly those who were just victims of such selfishness and even more to those who are retake advocates. We need acceptance and empathy that we are just humans, to understand the feelings of the culprits, and the victims are fairly just not sacrificing the high percentage of leakage-free examinees. What do you say about this traumatic situations to June 2006 NLE passers? thank you..

there was a leakage. lets say you really didnt cheat but how about those people who got the copy of the leakage. "the majority here are not the passers but those who failed because the exam was editted." test 3 & 5 were removed. is that a holistic exam? were they[statitiscians] able to pin point who cheated. how about those who never cheated but really excelled in test 3 & 5. retake is the best possible way. it might be unfair for the passers but the one that they should pick on is PRC. BECAUSE despite the leakage issue they still gave out the name of the passers.. they even made a haste to perform the oath taking ceremony. they were thinking that once oath taking was done no one would complain anymore. but this time no, you cant get away this time. and PRC wants the passers to be with them to burry the stinking issue of leakage. why do they want to burry?! why make haste in performing the oath taking?! why was oath taking announced two or one day before it was held?! PRC YOU CANT GET OUT THIS TIME.. YOU CAN RUN BUT YOU CANT HIDE..

and dont say that PRC is doing this stuffs to help in building up the integrity of the system. WTF.. the system is already weak, it collapsed on the june of 2006. it must be rebuild..

"RETAKE! no to random sampling passers c/o the statisticians."

"and if you really are confident that you were good, you passed then why not a retake?"

There are two main types of leakage. First, leakage from board exminer direct to examinee as a result of the latter's money or undue influence--you know what I mean. In this case, the examinee together with the examiner should be punished.

The second type is leakage from examiner to review center to examinees. In this case, the examinees became unfortunate victims of circumstances. Marami sa kanila ay talagang papasa even without leakage at di naman sila ang nag-initiate nito. Pero pag binibigay, in the first place hindi naman sila sure na talagang lalabas yun dahil generally ay first time lang nilang mag-exam, at hindi naman sila santo at kahit sino ay gagawin ang gagawin nila, so hindi sila dapat i-prosecute. At worst, if they are identified with concrete proof, they have to retake, that's all.

Yun namang nakapasa, kahit na nga ni-recompute yung grades at may excluded test questions, what's the problem?

The board exam does not ask all questions that the professional have to know. In fact, even in the case of bar exam, there were those who proposed that it be abolished because it does not measure the true competence of examinees. The exam is, first and foremost, a measure of INTELLIGENCE. If you are intelligent enough to pass the other subjects, that suggests that generally you will pass the other subjects.

Kung assign ka sa surgical nursing, you can concentrate on that, you can read and refresh yourself on it, you can master it, total naipasa mo yan sa college kaya ka graduate at naging examinee.

To repeat, that is what I did in actual work, and it was effective (and to show that I have "K" to speak, even if I am not an OFW, modesty aside, I have been to Europe once and to the US at least half a dozen times--out of the practice of my profession). I read only the topics in the book that are directly related to my job, and I do that during off hours. Pagdating sa trabaho, alam ko na. Meaning, what made me succeed even in a modest way was not necessarily the KNOWLEDGE IMPARTED TO ME IN COLLEGE, MORE THAN HALF OF WHICH I DID NOT USE IN MY WORK AND FORGOT LATER, BUT THE SKILL I ACQUIRED, WHICH ENABLED ME TO READ WHATEVER TOPICS ARE RELATED TO MY WORK AND UNDERSTOOD AND PRACTICALLY MASTERED THEM. In fact, I can bring my references at work and read them during off hours, HINDI PROHIBITED YAN.

In other words, if those who received leakage know how to determine the answers to exam questions once given to them, which is prohibited if you are taking exam, in actual practice you know the problems in the work where you are assigned and so you can read the pertinent books before going to work--AND THAT IS NOT PROHIBITED. So, kung matalino ang 2006 passers, as suggested by their passing other subjects which more than 25,000 other examinees did not pass, walang problema sa trabaho kahit ipinasa sila ng excluded ang ibang test questions.

YOU ARE VERY RIGHT! THERE ARE TWO TYPES OF LEAKAGES: the no1 and no2. PERO LEAKAGE PA RIN! MAY K KA NGA!! LOL..

RANDOM SAMPLING ANG MANGYAYARI NYAN! KAHIT BA SABIHIN NATING ISANG QUESTION LANG ANG MATANGGAL AY EDITTED PA RIN ANG EXAM. MAHALAGA ANG ISANG TANONG.

AT OO, IBA TALAGA ANG PRACTICE KESA DITO SA BOARD EXAM. DAHIL ANG BOARD EXAM AY MEASURE NG BUONG NAPAG ARALAN MO. MEANING HOLISTIC.

and yes, you can be better once you are working because youll be use to what field you are in. but we are not talking of that,WE ARE TALKING OF THE LEAKAGE.

MAY LEAKAGE, MAY DISCREPANCY, MAY STIGMA! THE ONE THAT WE SHOULD BLAME IS THE PRC! WHY DID THEY PUSH THRU THE OATH TAKING? LOOK AT IT IN A LITERAL AND CONCRETE WAY. TAMA NA ANG ABSTRACT.

MAY LEAKAGE = RETAKE

AT SANA WAG nA pATAGALIN NG PRC dAHIL BAKA NEXT JUNE PA KAYO MAKAPAG EXAM! baka mga 200k na ang examinees nun. LOL

To prove na HINDI CHEATER ANG PILIPINO i preffer to take the RETAKE exam.

Outside of our country ay hanga sila sa PILIPINO nurses dahil may degnidad tau pero sa nangyari na LEAKAGE NA ito FORIENERS WON'T RESPECT US NO MORE.

KONG IKAW AY NAKAPASA EIGTHER NAG CHEAT OR HINDI.... WHICH ONE DO U PREFFER, HAVING THAT RN LISCENSE NA WALANG RESPETO AT TAWAGIN KANG CHEATER OR MAG RETAKE NALANG????

REMEMBER NA GOD HAS ALWAYS PLAN FOR U. KONG MALINIS TALAGA ANG INTENTION MO. u'L PASS! =)

Anonymous said...

Pinoy nurses still highly sought abroad despite ‘leakage’ mess

08/20/2006

Despite the recent controversy that cropped up involving the discovery of a leakage in the recently conducted nursing licensure exams, which has apparently tainted the reputation of, and rendered questionable the quality of local nursing graduates, the demand for Filipino nurses abroad is still high.

In an interview with reporters over the weekend, Health Secretary Francisco Duque III said this as he maintained that such controversies like the recent mess in the licensure examinations for nurses do not affect the hiring of Filipino nurses overseas. “All these examination cases are not a big deal to some other nations,” he said.

He said this is because some hospitals in some countries don’t look at whether an applicant nurse had passed licensure exams or not since they don’t such a requirement before hiring them.

He said in Saudi Arabia, many hospitals no longer ask applicant nurses from other countries to provide certification that they passed licensure exams and merely require them to be graduates of the course or to show papers that they had completed training in line with it.

“In Saudi they don’t require the nurses to pass licensure exams because once they graduate they immediately hire them (Filipino nurses),” Duque said.

Duque said globally, the demand for nurses is at some 1.2 million for the next five years.

He though said the leakage controversy has definitely brought with it a “huge question of integrity” not only on the nurses but on the part of the Philippine Regulatory Commission (PRC), the agency that administers board examinations for the various professions.

“I cannot make any conclusion, but for me, I believe they (PRC) have to come clean and get to the bottom of this,” the health chief said.

Duque said the hiring of nurses in countries like the United States and in some European nations could be affected by the controversy since these countries are very strict on the requirement for licensed nurses.

Last Friday, the Court of Appeals issued a temporary restraining order preventing thousands of nursing graduates who took and passed the questionable exams from taking their oath.

The PRC earlier confirmed the report that test questions in the board exams for nurses held last June 11 and 12 have been leaked out to examinees.

Two members of the Board of Nursing are being tagged as the ones who were involved in leaking the answers to the exams.

The National Bureau of Investigation has stepped in to probe the involvement of the two board members and Philippine Nurses Association national president George Cordero, who had resigned from his post last Wednesday after being tagged by witnesses in a Senate inquiry into the issue as the one who coached some nursing graduates on the contents of the exams.

He owns a nursing review center.

Justice Secretary Raul Gonzalez said suspending the oath-taking would be unfair to the board passers, adding that it was well within the authority of the PRC to set the date for oath-taking.

"That’s unfair for the majority of those who took the test, who did not cheat. Why are you punishing them? They worked for it. I don’t think the integrity of the exam board should be used to punish those students who passed the exam," he said.

Gonzalez said the leak of the questions should not be taken as cheating.

"You can’t blame (the nursing students) if they were tipped off. But that’s not cheating. Cheats are those who leaked the information," he said.

Anonymous said...

PRECISELY, THE BOARD EXAM IS NOTHING BUT A GLORIFIED RANDOM SAMPLING EXERCISE!

It does not ask all the questions that the examinee studied for at least four years in college, and it is not even required that the examinee get 100% in all subjects, just the lowest grade of 65% and average of at least 75%, and the examinees who passed are deemed worthy of joining the profession. Why?

Because the exam is a test of intelligence. If they passed 75% of the test, it is assumed that they are intelligent enough and skilled enough to practice.

Now, this 2006, some test questions were excluded, and some deans are saying that if the examinees did not pass the test questions omitted, makamamatay na sila ng pasyente.

Not to worry, kung yung mga questions na yun ay ga mundo ang importansya, ay ngayon ay ALAM NA YAN NG EXAMINEES DAHIL NGA NA-ENCOUNTERED NA NILA SA EXAM. Thus, all the successful and innocent passers who studied hard have to do--now that they know that those questions are of utmost importance for their successful practice--is to go back to their books and find the answers. Thereafter, they can proclaim to the world that awaits their services: Now I know, and I am prepared.

Eh sasabihin naman ngayon ng mga deans, hindi ganyan ang ibig naming sabihin, what is measured is their competence, even if they know the answers to the excluded questions after the exam, that is not the means of testing their competence.

So, now what needs to be tested is not their knowledge of the excluded test questions but their COMPETENCE or INTELLIGENCE. Eh di ba na-measure na yan by passing the remaining valid questions na nasagot nila ngunit hindi nasagot ng 25,000 others who did not make it?

In short, there were remaining test questions that they successfully answered. This suggests that the passers are intelligent enough, so, rather than do them INJUSTICE, what is needed is to give them the benefit of the doubt because now, they know the excluded important questions (and they can always look for the answers to them through going back to their books), in actual practice they can also always go back to their books to find answers to questions encountered in their work, and they did what 25,000 others could not do--that should be enough!!!

Kayabangan lang yung isipin na yung 2006 passers na pumasa ng may excluded questions ay below the level of others who passed earlier without excluded questions. Some of these passers are dean's listers, remember.

But that could not be. So the Board of Examiners exercised its discretion. They passed the top 100 among the failing examinees, each of all of them with the minimum grade of 75%--and not one dean among the fiercely competing schools like UE and FEU objected. The converted passers turned out to be worthy of their profession. No one among them suffered the disastrous fate of the very prestigious auditing firm Arthur Andersen in the infamous US Enron case that collapsed from the scandal.

Unfair to board examinees who did not cheat

Inquirer
Last updated 00:42am (Mla time) 08/19/2006

Published on Page A12 of the August 19, 2006 issue of the Philippine Daily Inquirer

HOW to properly handle the controversy over the leakage in the nursing licensure exams held last June is a challenge to authorities.

As reported by the media, the alleged sources and beneficiaries of the leakage have been identified: two members of the Board of Nursing, a popular review center and its reviewees. The successful examinees from the review center can be easily identified through pertinent documents. These examinees should not be allowed to join the nursing profession as if nothing happened. If they would just be asked to retake the exams, the government’s entire licensure examination system will lose its credibility in the eyes of the international community. The Professional Regulation Commission (PRC) should not allow this to happen.

To protect the integrity of government licensure examinations, the PRC should investigate and punish them, together with the nursing board and the concerned review center, if found guilty. This will send the correct signal that we are not condoning irregularities in our licensure examinations.

On the other hand, it would not be fair to deprive the thousands of other successful examinees who did not cheat of their hard-earned right to become full-fledged nurses. To disallow them from taking their oath on the mere speculation that they also cheated would be most unjust.

Gapuz blames rivals for ‘leak’
By Florante S. Solmerin

AN official of a nursing review center yesterday admitted he received an 18-page document containing bullet-points of general topics in nursing that was circulated a day before the June 11 board examination.

Professor Ray Gapuz, founder and chairman of R.A. Gapuz Review Center, said the documents did not contain answers to questions in the recent nursing board exam. Gapuz held a press conference yesterday to deny charges that his review center leaked answers and helped its students cheat in the nursing board exam.

The documents were in different handwriting, written by several people, Gapuz said. They were faxed to one of RAGC aides who asked Gapuz to evaluate if the paper was worth reading by the students in Baguio City. “I looked at the heading which was nursing topics. It would not harm them if they would read it. I received the fax on the afternoon between 3 p.m. and 4 p.m. The board exams were on June 11. So I asked them if they want a copy.

The Gapuz review center has 16 outlets nationwide.

Gapuz said the “leakage report” emanated from a group of students from a rival school who figured in a brawl with some students of Gapuz in a bar in Baguio City.

A day after that brawl, he said, a student complained to a local television station that there was a leakage and named RAGC as the source of the leak.

Gapuz said that Baguio students were the source of the manuscript. “They asked me to evaluate it. I gave the go-signal, okay kung gusto nila, if they want to read it, if they want a copy, go ahead. That’s all I know.”

Gapuz did not discount the possibility that the supposed “leakage” in the licensure examinations for nursing could have come from rival review centers.

“We are not discounting the possibility [the leakage came from other review centers] since it contains different handwritings shorthand, longhand,” he said.

Gapuz said his review center had nothing to do in the alleged leakage.

Earlier reports said that the leakage was caused by the “intense rivalry of the review centers.”

Ninety-two examinees first filed their complaint last June with the Philippine Regulatory Commission. A total of 425 members of the Philippine Nurses Association joined them, asking the Professional Regulatory Commission to defer the release of the examination results until after the charges of cheating shall have been thoroughly investigated.

The complainants alleged that the review center distributed answers to exam questions called “emergency drills” the night before the exams.

More than 42,000 nursing students took the exams, the most number of examinees in recent years.

Meanwhile, a commissioner from the Commission on Higher Education said that a retake of the nursing board examination “will not be a logical thing to do.”

Commissioner Nona Ricaforte said that since there were allegedly only three questionnaires with leakage, PRC should consider giving those (questionnaires) as “bonus” for the board takers.

“The students and the parents should not be penalized for the leakage. If a retake is ordered, you can just imagine the cost and the effort of the students. This will also cost the government a huge sum,” said Ricaforte, adding that her statement is not the position of the entire commission.

“I sympathize with the students because some of them have already schedules of going abroad,’’ Ricaforte, however, clarified that she is not preempting the PRC investigation.

“These are just my personal views. Once they are able to pinpoint the culprits—they can stop and learn from there rather than jeopardize the parents and the students. This will also help even the schools,” she noted.

Youth urge PRC: Revoke licenses of nursing schools, review centers

By Jun P. Yap

08/20/2006

“Let them work.”

This was the appeal made yesterday by the Kabataan Party following the temporary restraining order (TRO) issued earlier by the Court of Appeals which stopped the oathtaking of some 14,000 new nurses.

Kabataan Party president Raymond Palatino criticized the TRO, saying the new nurses should not be punished for the greed of nursing schools and review centers.

“The only victims in this issue are the new nurses who had been bled dry by expensive tuition and exorbitant fees, not to mention additional charges for independent or in-house review centers. If there is anyone who should be barred from practicing the profession and be stripped off their licenses, it should be the operators of nursing schools and review centers which have been raking in millions of pesos in profit,” Palatino said in a statement sent to the Tribune.

“The health sector needs more professionals, not to mention that many of these new nurses are the potential breadwinners of their families. They should be given their licenses and be allowed to work,” he added.

According to Palatino, the leakage issue is a clear manifestation of how far some nursing schools and review centers can go just to attract more enrollees with high passing rates and how the profession has been reduced into lucrative business.

He said most of the time, nursing school administrators are also the owners of review centers, making enrolment mandatory for students.

Palatino also blamed the Commission on Higher Education (Ched) for the nursing mess, accusing the agency of conspiring with nursing schools and review centers to conceal the charging or collection of excessive fees in these institutions and, possibly, even cheating in licensure exams.

For the past months, the Ched has been implicated in so many controversies, including the illegal tuition hikes under its new Memorandum Order 14. We urge our lawmakers to investigate the incumbent Ched officials and make them accountable for all of these issues hounding tertiary education,” he said.

WALANG DAPAT PALUSUTIN.

SABIHIN NATIN NA MERON TALAGANG DESERVING BUMAGSAK DUN SA MGA BUMAGSAK SA NLE, PERO MAYROON DING DESERVING. SABIHIN DIN NATING MAY DESERVING TALAGANG PUMASA DUN SA MGA PUMASA, SUBALIT MERON DING HINDI>

EDITTeD ANG EXAM : test 3 and 5.
"MALAKING BAGAY YUN." KUNG TALAGANG MAKASARILI ANG NAGSASABI NG RETAKE, THEN BE IT. DAHIL GANUN DIN ANG MGA AYW NG RETAKE PARA sA AMIN.

PRECISELY, THE BOARD EXAM IS NOTHING BUT A GLORIFIED RANDOM SAMPLING EXERCISE!

= you are RIGHT!!

BUT:

no one should manipulate the exam nor the exam results. unfortunately, as said by the PRC, THEIR STATISTICIANS TOOK OFF THE TEST 5 and 6. IS THAT HARD TO UNDERSTAND? SO ITS NOT A GLORIFIED SAMPLING OR WHATEVER YOU SAID IT IS. CLEAR?

PRECISELY, THE BOARD EXAM IS NOTHING BUT A GLORIFIED RANDOM SAMPLING EXERCISE!

- YAN BA ANG PINAGmAMALAKI MO?
ETO LANG ANG SAGOT JAN: EDITTED ANG EXAM, TINANGGAL ANG TESTS 3 & 5. ANO? NAKAPAsA BA TALAGA SILA? "ANONG ANG KARAPATAN NG STATISTICIANS NA IMANIPULA ANG EXAM?" SANA NUN NAdiSkuBRE ANG LEAKAGE AT BAGO PA LANG ILABAS NG PRC ANG REsULT AY NAGREKLAMO KA NA.. MAG ISIP KA. [and about the comment above, i had a typo error, what i mean is test 3 & 5]

Competent nurses know nursing. Competent statisticians know probability and statistics. When the latter adjusted the number of test questions, they know what they are doing.

To begin with, everything is ARBITRARY--so the 500 questions need not be cast in stone. In the first place, why 500 questions in the nursing exam? Why not 100, or 200, or 1,000, or 10,000? IF 500 WAS USED AND IT WAS CHANGED LATER, DOES THAT MEAN A WORLD OF DIFFERENCE? Ba't yung board exam namin, much less than 500 ang questions!!!!????

In college, there are tests with too many questions, there are tests with much less. In fact, if your grades in the prelim and mid-term are high, you are exempted in the final. But why pass the subject without a final exam at all? Why exclude the final exam in the determination of passing the subject, na tiyak ay ginagawa rin sa schools ng mga deans. Ginawa yan sa school ko na ang nursing dean ay kasama sa complainants--I know because I myself was exempted from final exam in some of my subjects. Dahil yung previous tests ay suggestive of the students' competence that he will also pass the final exam, so exempted na siya. The alternative is to do GRAVE INJUSTICE to passers against whom no concrete and air tight evidence is presented.

In all past board exams for all professions, there were passers! There is no exception to that rule, kaya nga kahit walang pumasa sa CPA board nung time ni Dr. Ollada, nagpasa pa rin ng 100--dahil nasa questions na siguro ang diperensya! IF THERE WAS NO LEAKAGE IN 2006, DEFINITELY THOUSANDS WILL STILL PASS--THAT IS THE LAW OF PROBABILITY. The presence of leakage does not alter the fact that thousands would have passed the exam with or without leakage because they studied for four years in college, and so many of them have the knowledge needed to pass--it is only a matter of determining who they are among the examinees--and that has been shown by those who passed.

If the entire test will be nullified just because of the leakage, that goes against what happened every year since the board exam was started when we were not yet born--that there will always be passers.

As statisticians very well know, reducing the sample does not necessarily change the indicated result. They are talking in their field of expertise.

Anyway, let us get down to brass tacks. What are we talking about? Will those who want a retake on the basis of reduced sample of questions please tell us what exactly are the excluded questions that are of earthshaking importance--which, if excluded, will make the 2006 passers deemed incompetent? What are these questions? Let us look at them one by one and see if each one constitutes a life-or-death situation for nurses. Post the questions to this blog, or have the objecting deans announce them, and let us see.... (Aside from PRC, these questions are available with those who obtained copy of the leakage and are complaining.)

PUNISH THE GUILTY and SPARE THE INNOCENT!

No one can go wrong by doing that.

1. yes it does not alter the fact that there will be thousands of passers BUT do they really deserve to pass? PROBABLY, if the exam was not altered, "if it was not editted."

- If the entire test will be nullified just because of the leakage, that goes against what happened every year since the board exam was started when we were not yet born--that there will always be passers.

2. of course there will be passers but do they deserve to pass? again, the exam was editted.

- As statisticians very well know, reducing the sample does not necessarily change the indicated result. They are talking in their field of expertise.

3. probably you had your statistics since high school until you general education in college "AND YOU SHOULD KNOW BY NOW THAT STATISTICS is not 100% sure."[unless youre just sleeping in class. LOL] i mean it also has its errors. IF the statisticians pin pointed who cheated during the exam, then probably i wont be here complaining and suggesting a retake. PLUS, despite the controversy, why did PRC gave out the list of the passers. there were accusations the time before the list was given. THEY ARE THINKIN THAT AFTER GIVING OUT THE EXAM RESULT THE ONES WHO WILL PASS BE WITH THEM. ALSO, THEYVE ALREDY USED THE MONEY AND ARE AFRAID THAT PEOPLE WILL PICK ON THEM. And AS IVE saID, THAT IS WHY THEY GAVE OUT THE RESULT, TO HAVE ALLIES.

- Anyway, let us get down to brass tacks. What are we talking about? Will those who want a retake on the basis of reduced sample of questions please tell us what exactly are the excluded questions that are of earthshaking importance--which, if excluded, will make the 2006 passers deemed incompetent? 4. YOU ARE FUNNY! it doesnt matter whether the question will place a patient into a life and death situation. AS LONG AS THERE WAS A LEAKAGE[2 BON OFFICIALs,FOR YOUR INFORMATION, ADMITTED THAT THEY DO GAVE OUT A MANUSCRIPT OF THE EXAM.]
even if a question is as easy as how to give meds via IM, as long as there is a leakage, it should be nullified[the TEST not the question]. AND lets say the test questions were really easy, why did they[BONs] gave out a leakage?

THEY[PRC] TOOK OFF 2 parts of the NLE. NAMELY test 3 & 5. how about tohse people who didnt cheat and are really good in test 3 & 5.

IF PRC did not gave out the result[since there were already accusations before it was given] and went to a retake, then there wont be any complaints. WHY MAKE A HASTE FOR THE OATHTAKING?

LETS SAY THE PASSERS ARE INNOCENT, but the problem is the PRC, their hidden agenda. THE SHOULD HAVE NOT GIVEN THE RESULT SINCE THERE WAS A CONTROVERY.

pa ikot - ikot, un nang un ang sasabihin ko. cocopy paste ko n lang nxt time. anticipate that there are three types of people: the winner, the loser and the quitter. i may become either a winner or a loser but i wont be a quitter.. those who passed will insist no to retake since they are threatened that they might fail the second time around.. those who failed will insist that there should be a retake before the editting of exam was truly unfair. those who failed who dont mind even if they failed would just tell themselves, its ok, god wants it and better luck next time. and those who wants to know who they really are[and their capacity],who passed but still can give a way for a retake, well, thats me. LOL

-anyway we have our own opinions, take it literraly[no appeal to emotions and i mean it. NO EMOTIONS THIS TIME, aabusuhin lang lalo pag pinalampas pa]. and no hard feelings

PUNISH THE GuiLTY though sometimes there are innocents who needs to sacrifice themselves. again, if prc didnt push thru and gave out the exam result then there wont be "INNOCENT PEOPLE"[the passers as you said] who will ask for justice. NO EMOTIONS, TAKE IT LITERALLY.

Lima, pito or ilang taon kang nag-aaral then kapag hindi ka nakapasa sa dalawa or tatlong araw lang eh parang rendered as you don't know anything ka na...

Anonymous said...

Then all of a sudden sasabihin mag-retake dahil according to tsismiss meron leakage sa Baguio.

SANA AY TAASAN NILA ANG SINTENSYA PARA MAdALA ANG MGA MANdaRAYA.

Someone insists that because the exam was edited, it is already useless and there should be a retake. I hope he (she) is not a flunker.

For him, the smaller number of questions deleted is important, so retake.

For me, the much higher number of remaining valid questions (more than 300) is important--it is already a measure of intelligence because 25,000 others did not pass it--so that fact should not be ignored. Ignoring it means doing GRAVE INJUSTICE TO THOUSANDS OF INNOCENT PASSERS--which should not be the case.

The more than 300 remaining questions--standing alone--do not necessarily mean a test of INTELLIGENCE. But it will become one depending on HOW THE EXAMINEES FARED. Which was why the PRC statistician looked first into the results before telling PRC what to do.

What do I mean? If only one out of 42,000 examinees passed the remaining more than 300 questions which are not object of suspicion, there is no doubt about it, the inescapable conclusion is that he deserves to pass because he is INTELLIGENT. He successfully did what the rest of 42,000 examinees could not do.

On the other hand, if all of the 42,000 examinees passed the exam, then by all means, all of them should do a retake--that kind of exam was either defective or there was mass leakage!

Now, up to what number of passing examinees can we conclude that the remaining questions are still a measure of intelligence. I suppose if 25,000 did not make it, the 17,000 who passed have shown enough intelligence to deserve not only their nursing certificate but also the JUSTICE that getting it represents.

Progress comes from those who are not afraid to question even conventional wisdom. Yung 500 test questions, why hold it sacred, why consider it cast in stone, why be beholden to it? In the first place, how was the total number of 500 questions arrived at? It was simply based on how many questions can be reasonably answered within a two-day board exam!!!!!!

If acting like a ROBOT through adhering to 500 arbitrarily-set total number of questions will result in GRAVE INJUSTICE to thousands of innocent passers, that should not be done. That is why we are rational animal. We should be able to think. We should be able to act depending on the exigencies of the situation.

I believe June 2006 NLE passers or flunkers should weigh the situation in this controversy, Inorder to do this let us get rid first ourselves of personal interests... Majority of examinees are not leakers, a few members marched to have received leaks. So what does it mean? Justice tells us that, to serve justice is not sacrifice the most... By the it's true, that we can hardly identify who received such leakage, but no matter how uncertain we maybe we identified who the culprits are, believing that without them there would have been no leakage after all. Of course everyone wants to pass, and they will do everything to make it,some have attended review classes, others did it by themselves. But the leakage is of a question really how it had spread, we identified review centers, and to the most the PNA President who initiated and founded the anomalies, therefore, it's them to be given such a punishment by abjurring them from their office, it is not the students whether or not they received leakage- unless the government make measure on how they be given what is due them this
is not long enough that this perennial issues be resolved. We sympathized, and empathized those who failed despite of unknown circumstances, but one thing I tell you is just prepare for this December exam, not try to push all passers to share the guilt of the few, and pull them down towards the hall for an oathtaking.
There is no good reason for the PRC to get influenced by some self-serving institutions and organizations to have a retake of exams, after all the measure they have taken is fairly well, excluding or giving mere percentages to those portions not affecting the most, just like to those who passed it, that most are non- leakers(casualties). That is justice here to prevail!
Just this morning I watched and heard Senator Gordon that only those areas where the leaks originated should suffer the appropriate judgment...
