Non-Performing Nursing Schools to be Weeded Out by CHED Come 2013

The Commission on Higher Education (CHED) will be phasing out the nursing (BSN) program of schools whose graduates continue to perform poorly in the Philippine Nurse Licensure Examination come 2013.

In a memorandum order (CMO 14 Series of 2009) published at the Professional Regulation Commission - Board of Nursing (PRC- BoN) website, the Commission pointed out that the average national passing percentage in the Philippine Nurses Licensure Examination from 2004 to 2008 is 45.91%. Two thirds (2/3) of 45.91% or thirty percent (30%) will serve as the basis for the implementation of gradual phase-out.

In the initial implementation for the gradual phase out of under-performing nursing programs, nursing schools with a passing rate average of below 30% for a three-year period (SY 2010-2011, 2011-2012, 2012-2013) in the Philippine Nurse Licensure Examination will be phased out beginning 2013 subject to the following guidelines:

• The official results of the Nurse Licensure Examination from the Board of Nursing of the Professional Regulation Commission shall be the basis in phasing-out of nursing programs.

• The performance of the school shall be based upon the average rating obtained within the schoolyear, namely ratings in the June and December examinations. If the school has only one examination undertaken in a year, this shall be considered the annual rating.

• The average passing rate obtained by HEIs for the past three (3) years shall be the basis of phasing-out of the program.

• The computation of the 30% shall only involve the ratings of the examinees who took the Nurse Licensure Examination for the first time.

The Professional Regulation Commission - Board of Nursing (PRC - BoN) has published its partial schedule of oathtaking for new nurses.

Retrogression Update: Emergency Nursing Supply Relief Act (H.R. 2536)

RETROGRESSION UPDATE

In May this year, United States Congressmen Robert Wexler (D-FL) and F. James Sensenbrenner (R-WI) introduced the Emergency Nursing Supply Relief Act (H.R. 2536).

The proposed legislation is very much similar in form and substance to last year's H.R. 5924. If approved, up to 20,000 visas per year, over a three year period, will be available to qualified registered nurses and physical therapists.

Hammond Law Group recently reported on its immigration blog that the bill has gotten the support of the American Staffing Association (ASA).

Meanwhile, tracking website govtrack.us reports that the bill has been referred to the appropriate committee.

Expedited Review Service for VisaScreen® Will Be Available Beginning July 2009

CGFNS International recently announced that beginning July 1, 2009, they will be offering an express service for VisaScreen® applicants who need immediate processing of their VisaScreen® Certification.

The Expedited Review Service for VisaScreen® is aimed at applicants who have pending I-140 petitions with the U.S. Citizenship and Immigration Services (USCIS) having the " Request for Evidence" notification and those nearing their deportation deadline.

To be eligible for the Expedited Review Service for VisaScreen®:

• Applicant must have met the criteria of Section 343 of the Illegal Immigration Reform Immigrant Responsibility Act;
• All required documents must have been received by CGFNS; and
• Applicant must have supplied CGFNS with a copy of their Request for Evidence or deportation deadline accompanied by a completed CGFNS Expedited Review Service form.

All eligible applications will be processed within five (5) business days following an online credit card payment of $500. The VisaScreen® certificate will be sent via next business day delivery air mail.

Applicants who are ineligible for a VisaScreen® certificate based on the review of their documents will be notified. Fees for the Expedited Review Service are not refundable.

Salary Standardization Law Passed Lowering Gov't Nurses Pay to Salary Grade 11

The congress, last week, approved a new law lowering the mandated salary of goverment nurses to Salary Grade 11 from Salary Grade 15 as originally stipulated in the Philippine Nursing Act of 2002 (R.A. 9173).

This means that the prescribed salary of nurses working in the public sector will be standardized at Php12,000 per month with increases worth Php6,000 spread over a four-year period. The new Salary Standadization Law effectively amends the salary provision in R.A. 9173 providing for a Php25,000 starting monthly salary for government nurses.

The Philippine Nurses Association (PNA), through PNA National President Teresita Irigo-Barcelo, issued a statement decrying the new law. It said that the Salary Standadization Law denies filipino registered nurses of their right to humane salaries elaborating that in the last seven (7) years, the government has deprived government nurses of their right to Salary Grade 15 as mandated in the Nursing Law (Republic Act 9173).

The PNA president also warned that this move would result to more nurses seeking employment abroad.

House Speaker Prospero C. Nograles said the new pay rate will be implemented in July.

Nursing Graduates Troop to PRC Testing Centers for June 2009 Nursing Board Exam

The June 2009 Nurse Licensure Examination is underway with 78,574 nursing graduates trooping to testing centers in key cities around the country for the first day of the two-day nursing board examination.

The Professional Regulation Commission (PRC) has commissioned schools in Manila, Baguio, Legazpi, Lucena, Cebu, Iloilo, Tuguegarao, Davao, Cagayan de Oro, Zamboanga, Tacloban, Pagadian, and Jolo to be used as testing centers for the two-day nursing board exams.

Nursing board exam results are expected to be released in August. Pinoy R.N. and Ward Class will be posting the complete list of passers after it is made officially available by the PRC - Board of Nursing.
